  • Job Summary

    The scope of this position spans the enterprise and is responsible for IT strategy, implementation, and optimization of technology supporting the marketing, sales, products, and benefits capabilities of the Health Plan. Key to success is the ability to communicate complex technical subjects clearly and simply, and to collaborate with business and IT peers to implement technology solutions. This IT leader is responsible for managing the business relationships with the Marketing, Sales, Products, Benefits, Underwriting/Actuarial Health Plan executives, and as such takes an active role in setting business strategy, turning this into the IT strategy, leading the initiatives via active participation on project boards, and participating in the governance of all aspects of these investments. This leader builds strong relationships with both National and Regional leaders, acting as an advisor on all things related to technology. As part of this enterprise responsibility, close coordination with regional executives and IT teams is required. S/he monitors progress of these investments throughout the development lifecycle, removing roadblocks and resolving issues to ensure successful delivery. This leader is responsible for the associated project management, vendor management, skill development, application lifecycle management, and financial management for these undertakings. This individual is responsible for the effective and efficient management of the applications which support critical business functions such as deploying new products to market, standardizing benefit offerings, analyzing marketing programs, pricing and underwriting functions, and sales automation. The individual improves the processes, skills, and tools used to delivery IT functions, focusing on bringing innovative and new technology to KPIT.

    Essential Responsibilities

    • This position has end-to-end accountability for all aspects of IT related to these Health Plan functions.

    • Responsiblefor setting the strategy, selecting the technology, and defining the roadmap associated with developing enterprise-wide solutions for the Marketing, Sales, Products and Benefits capabilities. Oversee development of the business case, guide the funding process, and execution of the program.

    • Responsible for leading a large organization, developing its leaders, ensuring staff have appropriate skills and training, and creating an inclusive environment.

    • Responsible for introduction of new technology (e.g. cloud, data analytics, blockchain, iot) and methodologies (e.g. agile, devops) to the Marketing, Sales, Products, Benefits sub-portfolio, as well as championing change across the broader Health Plan and IT organizations. Represents technology needs to key vendors related to scope of responsibilities, including SLAs, on-shore/off-shore support, key skills needed.

    • Provides program management, risk mitigation strategy development, and benefit realization of large-scale programs, working with appropriate regional and functional team members. This role will be accountable for numerous projects ranging from small to medium system enhancements to buy/build solutions (including vendor selection) to multi-milliondollar, multi-year investments. This position must interact with a multitude of departments, stakeholders, and vendors.

    • Ensures that KP is positioned to maintain ongoing regulatory compliance with respect to marketing, sales, products, and benefits technology, including maintenance of the CMS and state regulatory standards of performance.

    • Collaborates with other Health Plan IT leaders for the integration of the major components of initiatives including: Membership, Claims, and care delivery systems.

    Basic Qualifications:

    Experience

    • Minimum fifteen (15) years senior leadership experience in large software technology implementation, including leading development of strategy, architecture, and successfully executing same within large scale, highly reliable IT operations with 7/24/365 accountability is required.

    Education

    • B.S. degree in engineering, computer science, or related technical field is required.

    License, Certification, Registration

    Additional Requirements:

    • Recent experience as the leader of large-scale vendor solutions.

    • Extensive experience and demonstrated success, typically over fifteen years, in higher level managerial roles in a multi-faceted health plan.

    • Demonstrated experience with strategy, operations, and technology

    • Demonstrated ability to achieve project and performance outcomes through others (direct reports and matrixed resources), including large program management and delivery, as well as the introduction and adoption of new technology.

    Preferred Qualifications:

    • Experience with Health Plans, specifically marketing, sales, products, benefits systems are preferred.

    • Additional senior-level leadership experience in IT operations and engineering is strongly preferred.

    • Masters level graduate degree and/or M.B.A. is preferred.
