    This position exists to supervise the Higher Education Veterans Program (M.S.197.585) Regional Coordinators assigned to the Veterans Education Division in assisting Minnesota's institutes of higher learning and other training institutions with the development and operation of Campus Veterans Resource Centers (VRC) or offices. Incumbents will provide professional level assistance and support to staff, to ensure that they accomplish the day-to-day operational expectations of their defined area. They will assign, monitor progress, and maintain quality assurance of the work and any other tasks assigned to their Division by the Deputy Director of Veterans Education.

    In addition to the Veterans Education Supervisor duties the incumbent will also maintain Regional Coordinator duties to assist colleges and universities, within defined regional areas, with the development and operation of Campus Veterans Centers or offices. Incumbents will provide professional level assistance and support to Veterans, military members, and their dependents by: identifying, accessing, educating, advocating, and adjudicating benefits provided by the United States Department of Veterans Affairs (USDVA) and/or Minnesota Department of Veterans Affairs (MDVA) and/or other governmental units or private organizations. This occurs under limited supervision and procedural control. Position serves as the decision maker for claims of education and employment benefit assistance. Decision making involves gathering complex information, making analysis, and informing clients of the final decision. Incumbents are expected to provide specialized expertise to clientele transitioning from the military to higher education and higher education to the workforce.

    Minimum Qualifications

    Three (3) years of experience in case management, benefit administration and/or benefits and services available for Veterans, Service Members and Families or related field.

    Skill in

    • Effectively communicate, sufficient to explain department services and guidelines

    • Investigate, analyze, and interpret regulations, policies, procedures, and financial information to make appropriate determinations

    AND

    • Supervisory, lead worker or other leadership experience

    STATUTORY ELIGIBILITY REQUIREMENTS

    Must meet the following qualifications as enumerated for the Commissioner of Veterans Affairs in Minnesota Statute 196.02:

    • (1) Residence in the State of Minnesota,

    • (2) Citizenship in the United States, and

    • (3) Veteran of the armed forces of the United States as defined in section 197.447. See Minnesota Statute 196.02.

    • 197.447 Veteran, defined: The word "Veteran" as used in Minnesota Statutes, except in sections 136F.28, 196.21, and 243.251, means a citizen of the United States or a resident alien who has been separated under honorable conditions from any branch of the armed forces of the United States after having served on active duty for 181 consecutive days or by reason of disability incurred while serving on active duty, or who has met the minimum active duty requirement as defined by Code of Federal Regulations, title 38, section 3.12a, or who has active military service certified under section 401, Public Law 95-202. The active military service must be certified by the United States Secretary of Defense as active military service and a discharge under honorable conditions must be issued by the Secretary.

    Preferred Qualifications

    • Experience working in Veterans services at an institute of higher learning

    • Experience working with college and/or university administration and organizational structure

    • Knowledge of Veterans education benefits and/or, Minnesota Department of Veterans Affairs (MDVA) and US Department of Veterans Affairs (USDVA) benefits, programs, rules and regulations

    • Experience working with Veteran Service Organizations, County Veteran Service Officers and/or Minnesota Association of County Veteran Service Officers (MACVSO)
