This position is within the Office of Indian Policy and this position is responsible for the coordination and oversight of policy activities across the Department of Human Services (DHS) to improve the outcomes in access and services for American Indians, as well as coordinating improvements to service delivery. He/she/they will provide leadership guidance to staff, policy direction, technical expertise, and recommendations to the Department of Human Services to reduce disparities in service access and outcomes for American Indians in Minnesota. He/she/they will design a data collection protocol and system, analyze data for policy direction and recommendations; provide consultation and technical assistance to staff, stakeholders, tribal leaders, and other partners, and facilitate and coordinate continuous improvement activities to increase access and eliminate disparities for American Indians in Minnesota. He/she/they for this position will also develop and implement an educational/training plan that will assist all DHS staff in gaining a better understanding of American Indian culture, Tribal Governments, and human services policy impacts on tribal and urban communities.
Some Responsibilities include, but not limited to:
Coordinate policy activities for human services programs across the DHS and across State agencies that improve the outcomes in access and services for American Indians in Minnesota. In consultation with business areas, establish performance measures within each of the DHS business areas that are aimed at reducing human service disparities of American Indians. In addition, this position will make recommendations to the department's budget and legislative proposals to assure that they are aligned with performance outcomes designed to reduce disparities of American Indians.
Provide direction and oversight to DHS policy and services to Tribes and American Indian organizations across the state.
Plan, develop and organize improved data collection and statewide reporting of standardized data that tracks American Indian utilization of health and human service programs and the impact of policies on disparities for American Indians in Minnesota.
Development and implementation of a DHS wide training system to increase cultural awareness/sensitivity of American Indian culture as well as the impact of human service policies on current socio-economic realities.
Minimum Qualifications

Three (3) years specialized professional experience working with Tribal Nations and/or Urban Indian communities' policy and culture efforts demonstrating the following:
Lived experience in a Tribal Nations or Urban Indian community, or passion and experience working within these settings.
Experience providing on-going support and/or technical assistance to tribal/county local social agencies or other professionals.
Skilled in areas of researching and creating policy and developing evaluation methods to monitor program effectiveness and delivery services.
Analysis skills to improved data collection for various programs and compile compliance and provisional services data into report formats.
Practical understanding of training development to increase cultural awareness/sensitivity of American Indian's Culture.
Preferred Qualifications
Variety of experiences working effectively with people from backgrounds and cultures different than one's own.
Understanding of state and federal policies, procedures, processes, rules, and laws pertaining to supports and services for Tribal Nations and/or Urban Indian communities.
Strong human relations and communication skills; communicate clearly and professionally both verbally and in writing; respond openly to requests and concerns.
Strategic planning and priority setting skills.
