What You'll Be Doing
Cadmus is actively seeking a Technical Director, Project Operations to support the USAID Asia Futures activity. Serving as the USAID Asia Bureau's accelerator and knowledge hub, Asia Futures provides thought leadership, subject matter expertise, analytical support, and local relationships to address interrelated issues of economic growth, democratic governance, and resilience. In addition, through Asia Futures, Cadmus increases the capacity for the Indo-Pacific region to respond to increasing health, climate, and food security threats. Within the Asia Futures activity, this position will provide overall operational oversight, including resources; recruitment; procurement; and administration.

This position is meant to specifically support a new program launched by Cadmus, the Asia Futures activity. A five-year, 150M program, The Asia Futures activity is a Washington-managed contract designed to bolster the United States Agency for International Development's (USAID) regional policy objectives in Asia. It addresses the diverse challenges facing the region while providing USAID missions with a multidisciplinary tool to foster a resilient, equitable, and prosperous Asia, underpinned by strong democratic institutions. As USAID Asia Bureau's accelerator and knowledge hub, Asia Futures will oversee both buy-ins and core funding for implementation. The activity grants USAID access to critical thought leadership, subject matter expertise, analytical support, and local relationships necessary for tackling interconnected issues related to economic growth, democratic governance, and resilience, particularly in the face of increasing health, climate, and food security threats.

Responsibilities
Provide overall operational leadership and oversight for The Asia Futures program, including serving as a primary point of contact on operational and project management issues as directed by the Chief of Party or the Deputy Chief of Party
Oversee day-to-day operations of Asia Futures, including procurement, grants, recruitment, administration, logistics, and other relevant areas
Oversee financial tracking, including ensuring that resources are allocated appropriately and compliance with USAID requirements as ensured
Support full-cycle recruitment processes for staff and oversee short-term technical assignment staffing and recruitment across a wide range of issues, supporting buy in and project teams
Contribute to the work planning process, reporting, and other deliverables as requesting, including participating in strategic planning discussions
Develop and oversee streamlined, efficient mechanisms to support multiple buy-in programs across the region, anticipated to be across the Indo-Pacific region and to range in size and scope
Develop and maintain comprehensive financial management tools and provide timely and accurate financial reporting to USAID, presenting findings in both written and oral presentations as required
Lead bimonthly project performance reviews in coordination with the Chief of Party and the Deputy Chief of Party and other Cadmus leadership
Contribute to the planning, implementation, and monitoring of all project activities to ensure compliance with the project goals, USAID requirements, and Cadmus practices
Responsible for effective delivery of products and services, staffing, compliance, and other functions of the project's operations team
Ensure compliance to Cadmus and USAID policies, practices, procedures and with local labor, tax, and other laws as relevant
Qualifications
Master's degree in economics, international development, international affairs, policy or other relevant field with 10 years of experience or bachelor's degree with 12 years of experience
At least 7 years of years working in USAID program management and operational settings
Excellent communication, interpersonal, and relationship-building skills, including the ability to create tools and resources to support program efficiency
Strong knowledge of USAID regulations and regulations and financial management practices
Demonstrated ability to work in complex environments, work across varying cultures, and manage diverse teams to deliver impact within agreed timelines
Experience working in and with developing country environments
Experience overseeing USAID buy in mechanisms preferred
Demonstrated innovation in program management and operational issues, particularly related to USAID programs
Excellent written and spoken English

Candidates must be eligible to work in the United States as a U.S Permanent Resident or U.S. Citizen.

The minimum starting salary for this position is $143,000. The actual salary may be higher and will be determined by several factors, including relevant work experience, education, skills, and market competitiveness.
