This position will be part of MNIT's Office of Transformation and Strategy Delivery, which uses purpose-driven, innovative approaches to enable agencies to deliver modern services that benefit Minnesotans.

    This leadership position manages multiple functional work units within Strategic Portfolio Governance and Intelligence, supporting the Office of the CIO. The role involves supervising a team of employees and contractors, ensuring the delivery of day-to-day tasks, and supporting various processes such as Enterprise Strategic Portfolio Management, Integration, and Data Quality Compliance. The supervisor will enhance end-user experiences through tool efficiencies, automation, and process simplification, while also managing ticket intake, prioritization, and change management. Additionally, the role involves collaborating with other teams to build a continuous feedback mechanism and deliver timely enhancements. The position plays a vital role in organizational change management, leading process improvement initiatives, and performing HR-related activities, all while maintaining strong communication with stakeholders. The incumbent is responsible for ensuring that systems analysis, design, cost/benefit analysis, and information processing planning and budgeting requirements are performed effectively and within time and cost restraints. This is a working supervisor role where supervisor will be actively assigned work to deliver outcomes.

    This position is currently eligible for full-time telework:

    • Telework (~~~) for Minnesota IT Services allows an employee to perform work from a telework location and an employee may be required to be in the office based on business needs and other dependencies in St. Paul, Minnesota.

    • Only candidates located in Minnesota and bordering states (Iowa, North Dakota, South Dakota, or Wisconsin) are telework eligible.

    Minimum Qualifications

    Position requires a minimum of four (4) years of professional IT experience.

    Experience must include

    • Two (2) years of lead work or supervisory experience

    • Experience managing IT project, portfolio, or agile efforts.

    • Understanding of Project Management Office skill sets, trends in methodologies, usage of Project Portfolio Management tools, and emerging best practices.

    • Prior experience supporting enterprise tool such as Planview, Jira, or similar tools.

    • Ability to establish and maintain effective working relationships with staff, customers, vendors, and other personnel.

    • Ability to deliver effective verbal or written messages that facilitate a mutual understanding on both parties.

    • Customer service skills that include active listening, empathy, and problem-solving.

    Preferred Qualifications

    • General knowledge of financial management and budget planning processes used by state agencies.

    • Ability to translate technical terms and concepts into easily understandable terms for upper management and customers.

    • Broad-based knowledge of MNIT's business environment, challenges, and needs.

    • Understanding of union rules and HR policies to set staff expectations.

    • Skill in influencing behavior and work output of various stakeholders.
