    In the 2023 legislative session, the Governor's Office, Minnesota legislature, and leaders for children and families worked in partnership to pass legislation establishing the Department of Children, Youth, and Families (DCYF) to create a sustainable, public face for children's issues in state government. This new cabinet-level agency brings together programs centered on children and families, including child care and early learning, child support, child safety and permanency, economic support and food assistance, and youth opportunity. The new Department of Children, Youth, and Families (DCYF) Agency became effective on July 1, 2024.

    The Family Navigation Director will provide leadership, coordination and a front door for families and individuals trying to access or use DCYF and other agencies' programs and services that support families and their children. The Director will set up structures, systems, and interface opportunities to meet the needs and provide supports to children, youth, and families.

    This position uses existing and, as needed, creates new, cross-agency structures enabling collaboration among administrators of programs across agencies to improve access and service to children and families. The Director will indirectly manage multiple action teams comprised of division directors and senior leaders. Responsibilities include:

    • Develop process and systems to elicit on-going input, and strengthen connections with families with children, service providers, community organizations, other state agencies, and other relevant external partners to create process improvements, inform decisions, and update/create policies.

    • Build connections and pathways for improved access to state agencies, counties, tribes, and school districts delivering early learning, child care, economic support and youth services and the practitioners and providers who deliver services.

    • Provide leadership at DCYF and externally on effective and efficient coordination of programs and services administered by state agencies, counties and tribes serving children and their families.

    • Provide recommendations for improved efficiency and accessibility for families seeking access to DCYF programs, benefits, and services, as well as coordination with programs and services at other agencies.

    • Coordinate and partner with Counties and Tribes delivering services to improve access to DCYF programs, benefits, and services.

    • Improve the experience of those accessing services for children and families.

    • Provide oversight, direction, and coordination for a family navigation office.

    Minimum Qualifications

    Demonstrated leadership experience, which can include:

    • Experience as a supervisor, lead worker, team lead, project lead

    • Completion of a State of Minnesota leadership program (e.g. ELI, L4)

    • A paid/unpaid position leading a program or chairing a committee (e.g. ERG) - experience must include:

    Four years of professional level program management experience in education, health and/or human services related to children and family services. Experience must demonstrate:

    • Experience working within a large organization or system.

    • Expertise in human services and/or early childhood program delivery in Minnesota.

    • Demonstrated experience managing cross sector programs that involve multiple stakeholders and decision-makers.

    • Experience managing and coordinating program activities, including determination and allocation of human, financial, and other resources.

    • Experience ensuring the effective design and implementation of projects using multiple methods and strategies for collective impact.

    Preferred Qualifications

    • Experience working in a school district, county or tribe.

    • Experience working with families and supporting navigation of services.

    • Experience supporting executive leadership.

    • Demonstrated strategic thinking and planning skills to achieve optimal productivity and results.

    • Experience building new programming including vision setting and implementation

    • Variety of experiences working effectively with people, communities, and organizations from a variety of backgrounds, perspectives and cultures.
