    This position serves as Medicaid state plan and compliance manager, directing high-visibility functions crossing multiple DHS administrations, the Minnesota Legislature, and the federal Centers for Medicare & Medicaid Services (CMS). Primary responsibilities include providing DHS management oversight to ensure health care programs comply with federal regulations concerning Medicaid, the Children's Health Insurance Program (CHIP), and the state's Basic Health Plan. The incumbent is responsible for directing development, strategic planning, legal analysis and ongoing maintenance for multiple, complex Medicaid program authorities including managed care rates and contracts and the Medicaid and CHIP state plans. The person in this position also leads the agency response to pending federal regulations and related subregulatory guidance.

    This position functions within a broad, highly complex health policy environment for the state's single largest purchaser of health care, long term care services and supports, and behavioral health care services. The position provides an opportunity to apply knowledge of the federal Medicaid framework to support the needs of 1.4 million Minnesotans receiving health care and long term care services and supports through the Medicaid program.

    Responsibilities include

    • Directthestrategicplanning,legalanalysis,development, negotiation,andadministrationoftheDepartment ofHuman Services'Medicaid state plan.Settheoverallstrategy,use,and enforcementofstandardsandbestpracticesinrelationtofederal Medicaid authorities.

    • Lead a team offederalMedicaid experts responsible for studyingtheimpactof newrequirementsand opportunities atthe federallevel; determiningtheimpactofnewfederalpolicyonacase-by-case basis;researchingpracticeswithinotherstates; and developing strategies forimplementingnewfederalrequirementsatthestatelevel.

    • Manage the divisions managed care attorneys charged with providing consultation, support, drafting and negotiation of legally sound contracts with health plans and ensuring that changes in the program, including changes to federal requirements, are incorporated into contracts.

    • Establishandmanage internal andexternalpartnerships. Engagekeypartiesinprogram planningrepresentthesection in legislativeplanning,and managementdiscussions;andrepresentDHSwithother agenciesatthe federallevel. Develop the agency response to all federal regulatory and subregulatory guidance issued by CMS and the United States Department of Health and Human Services.

    Minimum Qualifications

    Demonstrated leadership experience*

    *Leadership experience can include:

    • Experience as a supervisor, leadworker, team lead, project lead;

    • Completion of a State of Minnesota leadership program (e.g. ELI, L4);

    • A paid/unpaid position leading a program or chairing a committee (e.g. ERG) - experience must include:

    o 1+ year of experience identifying issues, goals and strategic actions

    o 100+ hours per year time commitment

    AND

    5 years of specialized professional experience working in a human services, public policy, health law, health care payer, or related organization demonstrating the following:

    • Experience with complex policy development processes working with federal and state or multilateral partnerships.

    Preferred Qualifications

    • Graduated from an accredited law school.

    • Experience leading policy development with state Medicaid agencies or in health care administration.

    • Variety of experiences working effectively with others from different backgrounds and cultures.
