Sr. Procurement Specialist

Description We are offering a short term contract employment opportunity for a Sr. Procurement Specialist at a local government entity situated in Tamarac, Florida, 33321-2401, United States. The role entails coordinating purchasing and contracts functions, ensuring compliance with internal policies, state statutes, and grant requirements. The Sr. Procurement Specialist will be tasked with maintaining vendor relationships, implementing technologies to improve customer service, and assisting in the development of procurement policies.

Responsibilities

• Coordinating the acquisition of materials, supplies, equipment, and services.

• Performing procurement activities in a manner compliant with internal policies, state statutes, and grant requirements.

• Developing and analyzing various forms of solicitations such as Invitations to Bid (ITB), Request for Proposals (RFP), and Request for Letters of Interest (LOI).

• Ensuring the city's compliance with laws, regulations, insurance, and bonding requirements in contract development, review, and administration.

• Establishing and maintaining relationships with vendors and contractors, and monitoring their performance.

• Providing technical advice on procurement issues, contract compliance, and city procurement policies and procedures.

• Implementing and administering technologies to enhance the effectiveness and efficiency of internal customer service and cost management.

• Assisting in the development of procurement policies and procedures, and the preparation, administration, and monitoring of assigned budget areas.

• Ensuring the maintenance of all records and requirements for financial and contract file maintenance and tracking.

• Representing the Procurement and Contracts Manager in their absence, as assigned. Requirements - Possess a minimum of 5 years of experience in a procurement role within a local government or related entity

• Proficiency in using Customer Relationship Management (CRM) software

• Clear understanding and working knowledge of Defense Contract Audit Agency (DCAA) regulations

• Demonstrated experience in ensuring compliance with procurement rules and regulations

• Proven expertise in contract administration, including drafting, negotiating, and managing contracts

• Skilled in materials handling, with the ability to oversee the entire procurement process

• Comprehensive knowledge of governmental accounting practices

• Familiarity with the operations and processes of municipalities

• Experience in managing procurement for construction projects

• Ability to prepare and evaluate proposals and Request for Proposals (RFPs)

• Experience in preparing and reviewing bid documents.
