Job Description:
Parsons is looking for an amazingly talented Senior Subcontracts Administrator to join our team!
The Senior Subcontract Administrator is part of the Project Procurement team specializing in the management of large construction and service subcontracts for the Edmonton Valley Line West LRT project in Edmonton, Alberta. The Senior Subcontract Administrator's responsibilities can include request for RFQ processes, subcontract formation, post award administration activities (invoice processing, change management) from kick-off meeting to close-out and handover of the project.
What You'll Be Doing:
Managing,coordinatingandadministratingcontractstoensurecostandschedulecompliance
Managingthecontractchangeorderprocessforinandoutofscopeitems
AttestationofprogressandRulesofCredit(RoC)forbillingactivities, invoice processing
Assistingwithinput/collectiontoandformonthlyprojectreportsforconstructionprogressandstatusofcontracts, billing, accruals, cost forecasting
Leadingclaimmitigation,managinglegal,regulatoryandcommercialcontractcompliance
Performingsitereviewstodeterminecompliancewiththe subcontracts
Preparingreportstodocumentprogress,identifydeviationfromtheconstruction subcontracts
Liaisingwithsubcontractorstoresolveissuesinatimelymanner
Coordinatingandreviewingdrawings,schedules,samples,alternaterequests,andprojectchange documentstoensure all project documentation is accurate and complete
Coordinating,evaluatingandprocessingpaymentcertifications
InvolvementinSubstantialPerformance/Completionreviewprocess,evaluatingprojectcompletionsandprocessing of final payments
Coordinatingwithsubcontractorstoaddressanddocumentissueswithconstructabilityand/orownerconcerns
Preparingandcoordinatingprojectchangedocumentation,includingsketchesanddrawingsorfacilitatingpreparation of sketches and drawings with internal and/or external teams
Attendingandconductingprogressmeetingsbefore,during,andaftertheprojecttoexchangeinformationandresolve issues or concerns with various key stakeholders
Preparingandissuingmeetingminutesandtrackingissuesforresolution
Coordinatingprojectclose-outdocumentsforsubmissionandforwardingtoappropriatepartiesuponcompletionof the project
MonitoringandreportingonProjectScope,incurredcost,accrualsandEstimate atCompletion(EAC)
Supportingdesignandconstructionstaffwithreviewsandprovidefeedback/mentorshipasitappliestocommercial risk and exposure
Representingtheorganizationandinteractingprofessionallywithsub-consultants,suppliers,andsubcontractorrepresentatives
What Required Skills You'll Bring:
Minimum 5 years of contracts administration within EPC/EPCM projects, preferably in transportation and infrastructure. Light Rail Transit project experience will be considered an asset
Undergraduate degree in Quantity Surveying or recognized major project experience
Familiarity with the formation of construction subcontracts including support service, construction, design andconsultant agreements/contracts
Ability to manage and administer pre and post award construction subcontracts
Familiarity with Unit Price, T&M, and Lump Sum contracts
Ability to break down subcontract schedules into a framework to be used for progress monitoring
Familiarity with Work Breakdown Structures (WBS) methodology and its application for developing/administering progress
Advanced computer skills with emphasis on MS Office applications (Excel/Word), SharePoint, JDE, Aconex
Contract formation experience would be considered an asset
Ability to work independently and with minimal supervision
Ability to negotiate the terrain of an in-process construction site, including climbing stairs and ladders, steep/ slippery terrain, walking, and working outdoors in all types of Edmonton weather and conditions
