ASRC Federal AFSS is a premier provider of systems engineering, software engineering, system integration and project management services for real-time, mission-critical defense systems. We are seeking a Senior Resource Analyst to provide expert level support a NASA contract in Washington, DC.

Responsibilities :
Perform budget planning and formulation activities including annual Planning, Programming and Budget Execution (PPBE) process, NASA Headquarters (HQs) required task agreements, Basis of Estimates, and bi-annual phasing plan development for short-term, long-term, and multi-year scenarios.
Provide monthly status reports for program management.
Lead numerous and diverse cost studies for a wide variety of complex and critical decision-making processes involving program planning, procurement, contracting, budgetary actions, and financial resources.
Complete budget execution tasks including project office task tracking, burn rate and 533 analysis, contractor cost reporting analysis, funds allocation, funds control management, cost pool trends, continuing resolution (CR) scenario planning, estimate to complete (ETC) analysis, workforce planning, and cost plan versus actual analysis.
Allocate funds based on approved operating plans and report funding status to project management on a monthly basis. Monitor expenditures to ensure utilization of correct accounting information, funds availability, and initiating corrective action when errors occur.
Monitor project financial status by tracking and analyzing financial data including commitments, obligations, and costs using NASA's accounting systems -- Systems, Applications and Products (SAP) and Business Objects (BOBJ).
Ensure that costs do not exceed obligations throughout the fiscal year and tasks are funded appropriately at all times.
Prepare, manage, and report monthly project financial data to project leadership team.
Process and submit monthly Prime Contractor accrual data in SAP Contractor Cost Reporting (CCR) tool using Contractor Financial Management Reports (533M); verify that invoice disbursements do not exceed accrued cost.
Work with project resources team to conduct monthly cost analysis on financial CDRL deliverables from project prime contractor, attend monthly project status reviews, maintain Baseline Change Request (BCR) log for Project Management, analyze 533; participate in management reserve tracking, allotment date estimations, invoice tracking, fee reconciliation, forecasting, and various ad hoc requests.
Utilize advanced Microsoft Excel skills to reduce manual processes, increase accuracy and speed to deliver, identify areas for development, and streamline the analysis of monthly financial data. Automate processes to enhance reporting capabilities and flexibility to work successfully in an environment with quick turn-around and strict deadlines.
Document standard operating procedures (SOPs) including monthly business-team deliverables, reporting due-dates, resources team responsibility matrix, and monthly reporting processes to assist in team knowledge-share, communication, and cross-training.
Assist in the planning, organizing, and executing of the project's workforce exercise (iWAPP) as applicable. Track planned versus actual staffing with explanations on variances, and prepare monthly reports to project and center management.
Prepare presentation charts and reports to participate in major reviews.
Develop training materials and conduct training classes as required.
May lead other personnel in complex assignments.
Requirements :

Expert knowledge of Office 365 suite (Excel, Word, PowerPoint, Outlook)
Outstanding proactive customer service with strong problem solving skills and the ability to anticipate customer needs by recognizing areas of opportunity and quickly provide solutions.
Individual must meet government NAC and citizenship/permanent residency requirements for access to NASA GSFC. Extensive background investigation will be performed as a requirement of the job. Some travel may be required.
