  • Position Summary:

    Odyssey Systems has an exciting opportunity for a SeniorFMS Program Manager providing support to the Air Force Life Cycle Management Center/ PEO Electronic Systems Directorate (AFLCMC/HB HBA). In this role, you will bring a comprehensive understanding of the principles, policies, and practices of Foreign Military Sales (FMS) system acquisition and program management. You will also possess in-depth knowledge of roles and relationships within the FMS community. Your ability to plan, research, analyze, and assess system acquisitions—covering development, production, and deployment of weapons systems and associated equipment—will be critical. You will formulate strategic plans and recommend effective solutions to meet cost, schedule, and performance objectives.

    This is a full time position located Hanscom Air Force Base, MA.

    Responsibilities:

    This role requires a candidate with a strong background in FMS-specific acquisition, a strategic mindset, and the ability to navigate complex, international defense programs. Proficiency in stakeholder collaboration, coupled with expertise in the logistical and regulatory aspects of FMS, is essential.

    Responsibilities may include but are not limited to:

    • Supporting and developing various program briefings, schedules, and acquisition task updates for senior management, including Program Acquisition Reviews (PAR), senior-level meetings/reviews, and Integrated Master Plan (IMP)/Integrated Master Schedule (IMS) reviews

    • Providing expertise in all aspects of acquisition planning, with a focus on FMS-specific nuances, such as:

      • Industry day planning, market research, source selection strategy, and Acquisition Strategy Panel (ASP) preparation

      • Drafting Statements of Objectives (SOO), Statements of Work (SOW), and Performance Work Statements (PWS)

      • Preparing Request for Proposal (RFP) documents and facilitating contract negotiations

    • Demonstrating extensive knowledge of FMS-specific requirements, including Anti-Tamper (AT) compliance, International Traffic in Arms Regulations (ITAR), and Manpower Resource Planning (MRP)

    • Preparing Letters of Request (LOR) for Technical Assistance, Price and Availability (P&A) responses, and Letters of Offer and Acceptance (LOA), including freight forwarding and customs import processes

    • Utilizing mandated systems such as Security Assistance Manpower Requirements System (SAMRS) and Defense Security Assistance Management System (DSAMS) to prepare LOA data and manpower requirements

    • Traveling overseas to potentially hazardous locations to support program objectives

    • Executing programs in collaboration with prime contractors, subcontractors, and foreign suppliers

    • Representing the program office (without decisional authority) to foreign Ministries of Defense (MOD), Offices of Defense Cooperation (ODC), U.S. Air Force, and Security Cooperation Office (SCO) representatives

    • Preparing and supporting program office activities, including U.S. Government internal meetings, case reviews, design reviews, Program Assessment Reviews, Interface Control Working Groups (ICWG), and Technical Interchange Meetings

    • Demonstrating working-level knowledge of Risk Management Framework (RMF) requirements for FMS programs

    • Understanding CENTCOM Governance, Risk, and Compliance (GRC) processes

    • Displaying familiarity with the customs, etiquette, and business practices of customer countries

    • Leveraging knowledge of the Department of Defense (DoD) transportation system for overseas shipping to FMS customer destinations

    Qualifications:

    Citizenship: Must be a US citizen

    Minimum Required Qualifications

    Clearance

    Must hold an active Secret clearance 

    Education: Bachelor’s Degree in a related field and 12 years of experience in the respective technical/professional discipline being performed, 5 of which must be in the DoD, OR

      • 15 years of directly related experience, with at least 8 years in the DoD

    • Proficiency in qualitative and quantitative techniques for gathering, analyzing, and evaluating the effectiveness, efficiency, and productivity of Foreign Military Sales (FMS) programs

    • In-depth knowledge of support activities that enable program managers to assess adherence to schedule and cost baselines, identify problems, and recommend viable solutions or alternative courses of action

    • Strong oral and written communication skills, including the ability to produce high-quality acquisition and program documentation (e.g., briefings, documents, and plans)

    • Foreign Military Sales (FMS) cases include EgyptSaudi Arabia, and Ukraine

    Preferred Qualifications

    Education: Master’s or Doctorate Degree in a related field and 10 years of experience in the respective technical / professional discipline being performed, 5 years of which must be in the DoD
