    Koniag Professional Services, a Koniag Government Services company, is seeking an experienced Senior Analyst to lead complex analytical processes and support strategic decision-making for our government client. The ideal candidate possesses extensive knowledge in research methodologies, data analysis, and policy evaluation, with a proven ability to communicate insights effectively.

    Essential Functions, Responsibilities & Duties may include but are not limited to:

    The Senior Analyst will perform a wide variety of duties related to highly complex analytical processes. Key responsibilities include:

    • Conducting in-depth analyses and preparing comprehensive results reporting for relevant bureau programs.

    • Confirming and prioritizing project plans and deliverables as agreed upon with the Bureau COR and Office/Division leadership.

    • Researching, analyzing, writing, editing, and presenting complex statutory or regulatory material and related policy memoranda and interpretations.

    • Evaluating and interpreting statutory and regulatory requirements to ensure consistency of policies, standards, directives, and interpretations.

    • Applying advanced statistical data analysis techniques and leveraging data management software (e.g., SPSS).

    • Performing complex analyses of quantitative and qualitative data from various sources, and presenting findings through results reporting.

    • Developing and implementing standard operating procedures (internal controls) for internal and external users.

    • Formulating, writing, and implementing reporting mechanisms, policies, processes, and procedures.

    • Tracking document flow and clearance processes, and distributing documents to appropriate personnel.

    • Delivering logical and cogent oral presentations to communicate analysis results, issues, regulatory principles, and policy considerations.

    • Supporting program administration, operating procedures, oversight, and monitoring.

    Note: Contractor staff working in this position may be required to access the Department's computer networks, information systems and networks, and databases.

    Education and Experience:

    • Significant education and/or work experience related to statistical and research methodology is required.

    • Extensive experience in performance measurement, evaluation, surveying, and the use of metrics to track organizational performance, progress, and goal attainment.

    • Proven experience in database management and complex data analysis (quantitative and qualitative).

    Required Skills and Competencies

    • Comprehensive knowledge of principles and methods applicable to researching, analyzing, writing, editing, and presenting complex statutory or regulatory material and related issue/policy memoranda and interpretations.

    • Advanced proficiency in statistical data analysis and data management software (e.g., SPSS).

    • Ability to work and develop database applications.

    • Excellent written and oral communication skills for presenting analysis results and policy considerations.

    • Exceptional critical and creative thinking, and analytical skills.

    • Excellent organizational skills and ability to multi-task in a high-volume, fast-paced environment.

    • Ability to work independently with minimal supervision, as well as in a collaborative team setting.

    • Strong skills in building and maintaining effective working relationships with colleagues.

    • Proficiency with Microsoft Office Suite and the ability to learn and work with other software and database applications.

    Desired Skills and Competencies:

    • Significant familiarity or direct experience working with U.S. foreign affairs agencies and/or international organizations is preferred.

    • Foreign language skills are preferred but not required.

    Working Environment & Conditions

    This job operates in a professional office environment and has a noise level of mostly low to moderate. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.

    This position is primarily indoors, consistent with a standard office position and has a noise level of mostly low to moderate. The incumbent is required to stand, walk; sit; use hands to finger, handle, or feel objects, tools, or controls; reach with hands and arms; talk and hear. The workload may require the incumbent to sit for extended periods of time. The incumbent must be able to read, do simple math calculations and withstand moderate amounts of stress.

    The incumbent must occasionally lift and/or move up to 25 lbs. Specific vision abilities required by the job include close vision, distance vision, color vision, depth perception, and the ability to adjust focus.
