    General Definition of Work

    Performs difficult skilled administrative work explaining the rights and obligations of debt collection to staff and debtors and physically locating debtors to confirm employer, income, assets, and identifying and/or pursuing revenue streams for the department. Work is performed under the limited supervision of the unit supervisor.

    Hiring pay range is $28.38/hr. - $31.79/hr. (2025 wages) depending on qualifications and direct work experience. Please note this position is in-office work setting.

    Essential Functions

    • Works with Health and Human Services (HHS) Divisions to identify funding gaps, training needs and develop process enhancements.
    • Aides in the assessment, projection and development of standards to develop and maintain maximum funding streams for HHS.
    • Responsible for determining fees and establishing debts for HHS.
    • Investigates new or existing funding sources to enhance revenue streams for HHS.
    • Conducts various debt collection activities; composes necessary paperwork and legal documentation for debt collection to establish orders and/or payment agreements and files documentation with the judicial system and appears at related court hearings.
    • Negotiates with individuals to obtain payment plans for debit collection/settlement.
    • Leads investigative efforts to locate debtors, employers, income and assets; engages in property seizure efforts to satisfy estate claims.
    • Negotiates, prepares, monitors and evaluates contracts and grant agreements in conjunction with Department program staff and vendors to ensure compliance with terms and conditions established by Wright County and within the procurement policy. Collaborates in grant-writing projects and assures compliance and required reporting for funded grants.
    • Research financial Responsibilities to assure that services are provided in the correct jurisdiction and seek collections activity from appropriate jurisdiction based on the County's Financial Responsibility findings (CFR).
    • Coordinate the Federal Title IV-E Program by providing oversight and management of funding, eligibility, reporting, auditing, and compliance related to Title IV-E.
    • Complete client intake, verification, eligibility determination/re-determination and maintenance of client file for Title IV-E, Northstar Care for Children foster care, kinship or adoption assistance programs.
    • Provides advice on the development and maintenance of the Department budget.
    • Performs other duties and activities as assigned.
    Minimum Qualifications & Knowledge, Skills and Abilities

    Education and Experience

    Associates/Technical degree in accounting, finance or related field, and three years of experience in collections, accounting, banking, or legal/law with experience in a human services agency preferred, or equivalent combination of education and experience. Bachelor's degree is preferred.

    A valid driver's license or evidence of equivalent mobility is required upon hire.

    Must be able to pass a background check investigation.

    Knowledge of laws and regulations related to State and Federal financial/healthcare programs; knowledge of contracts and ability to research, understand, and interpret Minnesota statutes; knowledge of Minnesota Data Practices Act and Minnesota Revenue Recapture Act; knowledge of the expedited legal process and the judicial process; knowledge of statutes pertaining to collections activity and contempt of court; knowledge of accounting and financial systems and programs used to support department's financial function; knowledge of County government work flows and processes; skill in the use of standard office equipment, including computer and software programs; verbal and written communication skills sufficient to effectively present information and respond to questions from a wide variety of audiences; reading comprehension skills sufficient to read and interpret court orders, legal documents and technical documents related to financial services; interpersonal skills sufficient to exchange and/or convey information, receive work direction, and maintain effective working relationships; ability to learn and operate computer systems and programs used to administer collection programs; ability to perform data entry into various databases; ability to explain complex program rules, court rules and protocol and provide statutory references; ability to facilitate discussions and negotiate with debtors on sensitive matters concerning income, employment, and assets; ability to analyze financial and real estate transactions and procedures and other accounting records; ability to learn, interpret, and apply laws and regulations related to collections activity; ability to create and format legal documents; ability to testify in court and work with debtors who are in the legal system; ability to effectively organize time and anticipate, plan and successfully respond to changing circumstances; ability to perform all job duties in compliance with safety guidelines and with an ongoing awareness of safety practices; ability to communicate courteously and professionally while maintaining positive working relationships with others when carrying out all job functions.

    Physical Requirements

    This work requires the occasional exertion of up to 25 pounds of force; work regularly requires sitting, speaking or hearing and using hands to finger, handle or feel, frequently requires pushing or pulling and repetitive motions and occasionally requires reaching with hands and arms and lifting; work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels and to receive detailed information through oral communications and/or to make fine distinctions in sound; work requires preparing and analyzing written or computer data, operating machines, operating motor vehicles or equipment and observing general surroundings and activities; work occasionally requires exposure to outdoor weather conditions; work is generally in a moderately noisy location (e.g. business office, light traffic).
