Job Overview:
Seeking a candidate with project experience for a NAVFAC construction project in Guam. Candidate will be a working Quality Control Manager (QCM) with civil, vertical and mechanical construction experience for the project onsite activities. This is a professional exempt position.
Scope includes, but is not limited to, managing and implementing the QC Program for the J-018 Police Station Project at Camp Blaz, Guam. The work includes construction of a single level, 26,000 square foot Police Station including civil and vertical works and an adjacent Military Working Dog facility with kennels, training areas, obstacle course, etc. Relative type project experience by construction type, size and magnitude are important for the qualified candidate.
The QCM implements and manages the QC Program for the entire project and coordinates the Three (3) Phases of Control and all associated quality control documentation for project work, including inspection and testing requirements. The QCM will coordinate daily with various QC Specialists to ensure that materials and ongoing work are inspected and installed in compliance with the contract drawings and specifications, and that appropriate documentation is generated and maintained per the contract requirements. The QCM will also manage and coordinate the Special Inspectors of Record (SIOR), Commissioning Agent and other Professional Consultants as required to meet the contract requirements. The QCM will coordinate daily with the project superintendent, site safety office and subcontractors to ensure that work is well planned and installed per contract. The QCM must also be familiar with and capable of competently completing the daily reporting documentation, managing routine quality related meetings, timely report submissions, and coordinating with the project team to resolve project deficiencies and challenges.

Basic Qualifications:
4-year accredited college or university program in Engineering, Architecture, Construction Management, Engineering Technology, Building Construction or Building Science,
10-years of supervisory experience as QC Manager, Project Superintendent, Construction Manager, Project Manager, or Project Engineer on a contract of similar size and type which included the major trades involved in this contract.
At least 2-years of experience as a Quality Manager.
Must be familiar with EM 385-1-1 and have experience in the area of hazard identification, safety compliance and sustainability.
Must be experienced with UFGS and capable of competently reading and interpreting project plans and technical documents.
Must have current Construction Quality Management certification.
Fluent in English, both verbal and written.
Willingness to live and work on the U.S. Territory of Guam for approximately 1-2 years.
The following skills are desirable:
ACI certification.
Experience with concrete construction and industry standards.
Experience with commissioning of new building systems.
Experience with installation of civil structures and mechanical piping systems in accordance with UFGS specifications and IFC drawings.
Ability to provide safety leadership on the project site in all activities. Will be responsible for working safely on the jobsite and providing direction to all personnel on the jobsite concerning safe work practices.
NAVFAC, USACE, NAVFAC Marianas Project experience desirable.
