    General Statement of Duties

    This position performs a variety of administrative, supervisory, and professional work and assists the Public Works Director in planning, organizing, directing, budgeting and staffing the Public Works Department, including water, sewer, street, stormwater, traffic control, fleet maintenance, and other public works projects.

    ESSENTIAL DUTIES AND RESPONSIBILITIES

    Provides technical assistance to subordinates on State and Federal regulations. Reviews regulations as necessary to keep Division current.

    Evaluates, develops, and implements programs, policies, and procedures to improve the effectiveness and efficiency of the assigned divisions.

    Supervises assigned operations to achieve goals within available resources; plans and organizes workloads and staff assignments; trains, motivates and evaluates assigned staff; and reviews progress and directs changes as needed.

    Gathers, interprets, and prepares data for studies, reports and recommendations; coordinates department activities with other departments and agencies as needed.

    Receives and resolves or answers citizen complaints, concerns, and questions regarding division-related activities and personnel.

    Attends City Council, committee, board, and/or other groups or meetings when required, providing input and receive direction or other information.

    Assures that assigned areas of responsibility are performed within budget; performs cost control activities; helps prepare capital improvement plan and annual budget requests; and assures effective and efficient use of budgeted funds, personnel, materials, facilities, and time.

    Acts as a liaison with state and federal agencies regarding departmental functions.

    Supervises and ensures adequate training of staff to ensure compliance with all local, state, or federal rules and regulations pertaining to assigned departmental functions.

    Responsible for researching, writing and administering grants for various Public Works projects as well as finding other alternate sources of funding.

    Plans, organizes, coordinates and evaluates programs, plans, services, staffing, equipment and infrastructure of the Public Works Department; assists in the accomplishment of current year capital improvement plan projects.

    Works with staff to update and prepare required safety programs; coordinates safety committee; recommends training; participates in safety audits; and makes recommendations for improvements.

    Provides research assistance to City Manager as assigned; assists in presentations and preparations.

    May prepare progress reports on the department to the Public Works Director on sewer, stormwater, water, fleet, and street maintenance programs.

    Evaluates public works needs and formulates short- and long-range plans to meet needs in areas of responsibility.

    Determines applicable codes, regulations, and requirements for assigned projects.

    Assists in the preparation of engineering plans and specifications, bidding, competency requirements of contractors and vendors, and the selection criteria for public contracts; participates in evaluating and selecting contractors and vendors as assigned.

    Assists in reviews and updates of sanitary sewer, water, storm drainage, and street system maps, databases, and comprehensive plans. Monitors and implements the Sewer, Stormwater, and Water Master Plans. Recommends adjustments as necessary.

    Responds to public or other inquiries relative to department policies and procedures and evaluates issues and options regarding municipal public works and makes recommendations as directed by the Public Works Director.

    Maintains regular contact with consulting engineers, construction project engineers, City, County, State and Federal agencies, professional and technical groups and the public regarding assigned division activities and services.

    Monitors inter-governmental actions affecting public works.

    Knowledge, Skills, and Abilities
    • Excellent oral and written communication skills, including public speaking skills. Ability to write clear and concise staff reports.
    • Working knowledge of the principles and practices of modern public administration; working knowledge of modern records management techniques, public contracting rules and bid procedures
    • Excellent leadership, problem solving, decision-making, organizational, and interpersonal skills.
    • Ability to develop and monitor budgets and perform short and long-range planning.
    • Ability to effectively organize multiple tasks and projects and analyze complex information.
    • Ability to delegate, supervise, and review the work of subordinate staff.
    Minimum Qualifications

    Education and Experience:

    • Bachelor's degree in Business Administration, Public Administration, Civil Engineering or a related field that provides the required knowledge, skills and abilities necessary to perform the essential functions of the position.
    • Five years of increasingly responsible work experience in public works or a related field including at least two years of supervisory experience. Preference will be given for experience in or supervision of a field crew.
    • Experience in building and maintaining partnerships with other agencies
    • Any equivalent combination of relevant education and experience.
    Special Qualifications
    • Must possess a valid state driver license or have ability to obtain one prior to employment for travel among City worksites, off-site meetings and presentations with an acceptable driving record.
    • Must have the ability to work some weekend or evening hours.
