NATURE OF WORK: The Public Works Maintenance Technician-Stormwater is under general supervision and performs a wide variety of semi-skilled and skilled work in operation, maintenance, and repair of the City's stormwater system.
Positions in this class are flexibly staffed and are normally filled by advancement from level I or, when filled from the outside, require previous and directly related experience.
Public Works Maintenance Technician-Stormwater I: $22.00-$26.40/hr.
The Public Works Maintenance Technician-Stormwater I is under general supervision; this is the entry- level class in the Public Works Maintenance Technician-Stormwater series. Employees are not required to have directly related work experience. Work is observed and reviewed both during performance and upon completion. Once trained in specific tasks, employees are expected to work with limited supervision.
Public Works Maintenance Technician-Stormwater II: $24.20-$29.04/hr.
The Public Works Maintenance Technician-Stormwater II is under general supervision; this is the mid-level class in the Public Works Maintenance Technician-Stormwater series. Employees assigned to this class are expected to perform a wide variety of skilled and technical assignments related to the maintenance, repair and construction of water, stormwater, and street infrastructure. Positions at this level may oversee moderate projects. May train less experienced technicians.
Public Works Maintenance Technician-Stormwater III: $26.62-$31.94/hr.
The Public Works Maintenance Technician-Stormwater III is under general supervision; this is the most advanced class in the Public Works Maintenance Technician-Stormwater series. Employees assigned to this class are expected to perform a wide variety of skilled and technical assignments related to the maintenance, repair and construction of water, stormwater, and street infrastructure with minimal instruction. Positions at this level will oversee moderate to complex projects. Employees will train less experienced technicians.
ESSENTIAL DUTIES, KNOWLEDGE, SKILLS, AND ABILITIESPublic Works Maintenance Technician-Stormwater I:

- Working knowledge of state and local stormwater regulations.
- Performs traffic control, including maintenance of traffic control devices and street signage, flagging, and directing traffic at work sites and controlling related safety functions at job sites.
- Interprets basic street maps and blueprints.
- Measures and lays out center lines, crosswalks, and other line markings. Operates a paint striper or spray gun in painting line markings on pavement. Paints curbs.
- Performs water pipeline maintenance; assists in the installation, repair, and replacement of service and main lines. Repair, replacement and exercising of water valves and fire hydrants. Responds to water main and water service line breaks and leaks, performs necessary repairs to water lines and restores service.
- Performs general maintenance to include rough carpentry, pipefitting, installation and repair of fence and guardrails, painting, plumbing and basic electrical work.
- Assists in building and removing concrete and wood forms; assists in mixing, setting, troweling, and finishing concrete and cement. Assists in performing routine service and maintenance on motor vehicles and equipment. Sands, salts, and removes snow from City streets, parking lots, and City facility sidewalks and trails as needed.
- Operates vehicles used in construction and maintenance such as mowers, tractors, pickups, dump trucks with plows, snowplows, dump trucks with shouldering attachment, street sweepers, backhoes, jet/vac trucks front-end loaders, skid steer loaders and motor grader.
- Operates air compressor and pneumatic air tools, chain saws, bush cutters, jackhammers, tampers, concrete saws, and pressure power washers. Uses hand tools to include wheelbarrows, rakes, shovels, and rollers. Performs minor, routine maintenance and inspections on equipment.
- Patrols and inspects ditch system facilities for damage, leaks, vandalism, or other needed repairs. Performs field maintenance duties in the operation, repair, and reconstruction of the City's raw water ditch system.
- Cleans up debris and litter; performs landscape maintenance including clearing debris, brush, trees and tree limbs from ditches, ditch banks, reservoir areas and right-of-way areas.
- Repairs and maintains headgates, dams, and pipelines. Installs and maintains flumes, meters, and gauges; constructs new ditches. Records readings from flow charts, clocks, meters, and gauges.
- Follows up on requests regarding water usage, leaks, and other water service issues, reports problems to supervisor.
- May locate city utility lines.
- Performs specialized corrective and preventative maintenance and inspections on stormwater infrastructure including ponds, channels, outfalls, culverts, and storm sewer collection systems.
- May operate and maintain non-potable irrigation pump stations.
- Conducts closed circuit television (CCTV) routine and response driven inspection and maintenance of storm sewer manholes, inlets, and lines.
- Required to be on 24-hour, rotating, on-call status as scheduled.
- May be assigned to labor intensive special collection events of household trash collections.
- May apply herbicides and pesticides in accordance with prescribed guidelines; maintains usage records.
- May lead and oversee the work of seasonal maintenance workers.
- Enters confined spaces utilizing proper personal protective equipment (PPE), related safety equipment and entry permits.
- Skill in operating all assigned equipment, machinery, tools, or equipment in a safe and appropriate manner.
- Basic understanding of non-potable pump station maintenance and operation.
- Ability to read and interpret basic blueprints, City Street signs and maps.
- Ability to learn basic construction and repair work, including areas of carpentry, plumbing, painting, and cement work.
- Performs weekend, evening, and holiday work when necessary.

Public Works Maintenance Technician-Stormwater II:
In addition to previous essential functions:
- Knowledge of the uses and purposes of general construction tools and equipment.
- Knowledge of general operational procedures of a stormwater system.
- Knowledge of the functions of water system meters and related fixtures.
- Knowledge of pump station maintenance and operation and repairs.
- Knowledge of the techniques and materials used in the maintenance and repair of objects and facilities, including but not limited to, the following: streets, gutters, sidewalks, storm drains, water lines, and water system meters.
- Skill in operating in a safe, proper, and highly proficient manner, all assigned equipment, machinery, tools, and vehicles, including but not limited to mowers, tractors, pickups, dump trucks with plows, snowplows, street sweepers, front-end loaders, backhoes, excavators, jet/vac trucks and skid steer loaders.
- Skill in the proper placement of cones, barricades, and warning devices.
- Skill in the proper methods of directing traffic flow at job sites.
- Ability to learn basic repair work in irrigation systems and electricity.
Public Works Maintenance Technician-Stormwater III:
In addition to previous essential functions:
- Operates and maintains non-potable irrigation pump stations.
- Leads snowplowing crews in the plowing and sanding of City streets.
EDUCATION, EXPERIENCE, AND LICENSURERequired:
Public Works Maintenance Technician-Stormwater I:
- High School diploma or equivalent.
- One year of related experience.
- Valid Colorado Driver's License or ability to obtain within six months of hire.
- Possession of, or ability to obtain a class "B" commercial driver's license and First Aid and CPR certifications within six months of employment.
- Equivalent combinations of education and experience may be considered.
Preferred:
- Bilingual in English and Spanish.
- Experience in public/municipal sector.
Public Works Maintenance Technician-Stormwater II:
In addition to previous requirements:
- Two years of related experience in public works, utility work, stormwater, street maintenance, irrigation, water distribution or closely related field.
- Colorado Department of Transportation Flagger certification or ability to obtain in 6 months.
- Depending on assignment, may require possession of, or ability to obtain, Colorado Stormwater Center Permanent Stormwater BMP Inspection and Maintenance Certification.
Public Works Maintenance Technician-Stormwater III:
In addition to previous requirements:
- Four years of related experience.
Preferred:
An additional four relevant certifications related to the area of assignment.
PHYSICAL AND WORKING ENVIRONMENT *The physical demands here are representative of those that must be met by an employee to successfully perform the essential functions of the job.
While performing the duties of this job, the employee is regularly required to exercise mental and visual concentration,
listen, talk, stand, reach, twist, demonstrate manual dexterity, walk on level, uneven and slippery terrain, turn, kneel,
bend, stoop, squat, balance, crouch, crawl, grasp, pinch, and making repetitive hand movement in the performance of
daily duties. The employee will need to lift, carry, and push tools, equipment and supplies weighing up to 117 pounds on
an occasional basis and 20 to 50 pounds on a frequent basis. The employee will need to climb ladders, work in Confined Spaces, use power equipment/tools that produce vibration and noise, and work in Work Zones with moderate to heavy
traffic. The employee regularly works in all outside weather conditions near moving equipment in areas with elevated
noise levels and where chemicals may be utilized.
