    Responsibilities

    • Manages program teams associated with program planning, controls (budget, schedule, and risk), regulatory compliance, land and right-of-way acquisition, public relations, project delivery (preliminary and final design oversight), and construction management/oversight.

    • Assists Owner and Consultant teams in Capital Improvement Program (CIP) management, governance, and organizational structure development and consulting.

    • Plans, schedules, and conducts project management work on projects of medium to large sizes of moderately complex nature.

    • Responsible for budget, schedule, contractual obligations, and quality standards.

    • Has technical responsibility for interpreting, organizing, executing, and coordinating assignments.

    • Involved in exploration of subject area, definition of scope and selection of problems for investigation, and development of novel concepts and approaches.

    • Works with Utility Advisory Services and the Program Management Group in the monitoring of Program Management Group resources, development of marketing materials, monitoring of potential project opportunities, and other similar activities.

    • Advises and assists Carollo marketing teams and Client Service Managers on prospective and targeted pursuits related to Program Management and Owner's Advisor services.

    • Develops significant relationships with existing clients and has responsibility for client maintenance at staff level.

    • Travel required when requested.

    Qualifications

    • Bachelor's degree in Civil or Environmental Engineering, or related field of study.

    • Greater than 20 years of experience (exclusive of any advanced degree).

    • Registration as a Professional Engineer.

    • Must have demonstrated experience as a project or program management support role in the planning, design, and construction phase of small, medium, and large sized infrastructure projects.

    • Ability to evaluate progress of staff and results obtained, and recommends major changes to achieve overall objectives.

    • Demonstrate creative, foresight and mature management and engineering judgment in anticipating and solving problems.

    • Ability to communicate effectively with clients and project team.

    • Ability to effectively prepare memorandums, reports and other written deliverables.

    • Deliver high-quality services within budget and schedule constraints.

    • Experience includes capital planning and project management of municipal utility assets/facilities.

    Preferred Qualifications

    • Certified Project Management Professional.

    Pay Range

    $160,000 to $180,000 annually. This is the lowest to highest salary we in good faith believe we would pay for this role at the time of this posting. We may ultimately pay more or less than the posted range, and the range may be modified in the future. An employee's pay within the salary range will be based on several factors including, but limited to, relevant education, qualifications, certifications, experience, skills, seniority, geographic location, performance, and business or organizational needs.
