    Microsoft was awarded a contract by the United States Army to prototype hardware, software, and cloud solutions for the Integrated Visual Augmentation System (IVAS) program. The program leverages technology from HoloLens to design a heads-up display that pushes the boundaries of mixed reality devices. Our team is seeking a Program Proposal Manager to navigate the customer relationship and proposal process with the United States Army for new and ongoing IVAS initiatives based in Reston, VA.

    Responsibilities

    • Manage and work on the end-to-end proposal development process, ensuring alignment with customer requirements.

    • Collaborate with engineering, business, and finance teams across Microsoft, as well as with Army program management and contracting teams, to create high quality technical and business proposal content.

    • Utilize and implement Department of Defense (DoD) proposal best practices and ensure clear, compliant, concise content while adhering to strict deadlines.

    • Manage multiple proposal efforts simultaneously with Microsoft business development and sales teams.

    • Improve proposal-writing results by continuous evaluation and re-design of processes and approaches.

    • Collaborate and own customer relationships to understand Request for Information/Request for Proposal (RFI/RFP) requirements and effectively communicate them to internal Microsoft Mixed Reality teams, ensuring ongoing efforts align with customer needs and expectations.

    • Work with the IVAS product delivery team to finalize proposal submission through contracting.

    Qualifications

    Required Qualifications

    • 5+ years experience in program management, digital content publishing/management, or experience in a writing or editing role

    • OR equivalent experience.

    • 4+ years technical proposal writing experience in response to Federal Government RFP and RFIs or industry-relevant equivalent management or work experience.

    • Experience developing winning federal proposals for information technology firms or defense consulting services.

    • Experience with the federal procurement process and with associated key regulations (FAR, DFAR, ITAR, etc.).

    Ability to meet Microsoft, customer and/or government security screening requirements are required for this role. These requirements include, but are not limited to the following specialized security screenings:

    • Citizenship & Citizenship Verification: This role will require access to information that is controlled for export under export control regulations, potentially under the U.S. International Traffic in Arms Regulations or Export Administration Regulations, the EU Dual Use Regulation, and/or other export control regulations. As a condition of employment, the successful candidate will be required to provide proof of citizenship, U.S. permanent residency, or other protected status (e.g., under 8 U.S.C. § 1324b(a)(3)) for assessment of eligibility to access the export-controlled information. To meet this legal requirement, and as a condition of employment, the successful candidate's citizenship will be verified with a valid passport. Lawful permanent residents, refugees, and asylees may verify status using other documents, where applicable.

    • Citizenship & Citizenship Verification: This position requires verification of United States citizenship due to citizenship-based legal restrictions. Specifically, this position supports United States federal, state, and/or local government agency customers and is subject to certain citizenship-based restrictions where required or permitted by applicable law. To meet this legal requirement, and as a condition of employment, the successful candidate's citizenship will be verified with a valid passport.

    • Both above statements/bullets are required. Note: Microsoft will adhere to the stricter of the two standards (Customer Contracts) when applying what document can be used to verify citizenship (i.e. in this instance a passport must be used to verify.)

    • Cloud Screening statement: Candidates must be able to successfully complete and pass a Microsoft Cloud background screening. Required Cloud Screenings will be administered on a recurring bi-annual basis.

    Preferred Qualifications

    • Bachelor's Degree AND 8+ years experience in engineering, product/technical program management, data analysis, or product development

    • OR equivalent experience.

    • 3+ years of DoD consulting experience.

    • Prior experience engaging with US Army program management offices and/or contracting commands or equivalent experience preferred.

    • 2+ years experience working with emerging or next-generation defense technologies.

    Content Program Management IC4 - The typical base pay range for this role across the U.S. is USD $117,200 - $229,200 per year. There is a different range applicable to specific work locations, within the San Francisco Bay area and New York City metropolitan area, and the base pay range for this role in those locations is USD $153,600 - $250,200 per year.
