  • ASRC Federal is seeking a Program Manager ( Professional Services for Loans and Grants ) to join our team supporting a USDA RD customer.

    Work arrangement: Remote; must be flexible to travel when necessary.

    Clearance : Must successfully complete a government issued background investigation. US Citizen or Permanent Resident.

    Summary : The PM will oversee the goals of the program including coordination of activities between multiple stakeholders and individual project teams, giving detailed attention to the program strategy, outcomes, and goals, and ensures successful program implementation.

    Ideal candidate will have experience managing a team of engineers, financial specialist, underwriters, and management analyst in a consulting environment. Strong knowledge of reviewing, processing, and acceptance of Government Loan and Grant applications.

    Responsibilities:

    • Monitor, evaluate and advise the client on contract deliverables associated with assigned projects for operational effectiveness, functionality, cost, efficiency, benefits, contract, and technical competence.

    • Create Program Management weekly status reports for government, coordinate, and plan meetings, including documenting meeting discussions and action items.

    • Create and conduct monthly program reviews.

    • Track and manage overall project status so that project milestones are met and that change activity is properly documented.

    • Manage projects to include allocation of resources, budget tracking and status reports.

    • Develop and deliver a Draft and Final Project Management Plan (PMP).

    • Develop and maintain a Risk Register, provide, and maintain Action Items organized in a formal Tracking System identifying various, specific requirements.

    • Develop and maintain an integrated Project Schedule that includes tasks, dependencies, resources, and interrelationships.

    • Develop and maintain Quality Control Plan (QCP) and report on performance metrics in the Quality Assurance Surveillance Plan (QASP).

    • Provide support to conduct administrative close-out of contracts including archival of project artifacts, "lessons learned" sessions, rating contractor performance and developing Project Closeout Reports

    • Recruit and hire staff on a timely basis; mentor and assist in professional development.

    • Develop strong customer relationships.

    • Participate in Business Development activities of identification, qualification, and capture.

    • Write technical proposals and review proposals for technical integrity, quantification of risk, and strategic direction.

    Experience/Education

    • Bachelor's degree in Finance, Business Administration or Information Systems Management; or related field.

    • A minimum of 15 years of relevant work experience with knowledge in government loan and grant application process.

    • Minimum of 12 years of relevant work experience with Master's degree; minimum of 9 years of relevant work experience with a Doctorate degree.

    Requirements:

    • Experience in managing teams of engineers and underwriters or other project financial specialists in a consulting environment.

    • Knowledge and/or experience reviewing, processing, and acceptance of Government Loan and Grant applications.

    • Strong project management skills and experience; PMP preferred.

    • Government contracting experience, desired.

    • Proven record of prioritizing and executing tasks in a fast-paced environment based on developing a strong understanding of the program office priorities.

    • Ability to recommend strategies, policies and procedures by evaluating organization outcomes; identifying problems; evaluation trends and anticipating requirements.

    • Organizational skills to multi-task and remain detail-oriented; ability to meet tight deadlines.

    • Must be a US Citizen or Permanent Resident. Must have lived in US with in last 3 years.

    • Must be able to successfully complete a government issued background investigation.
