In the 2023 legislative session, the Governor's Office, Minnesota legislature, and leaders for children and families worked in partnership to pass legislation establishing the Department of Children, Youth, and Families (DCYF) to create a sustainable, public face for children's issues in state government. This new cabinet-level agency brings together programs centered on children and families, including child care and early learning, child support, child safety and permanency, economic support and food assistance, and youth opportunity. The new Department of Children, Youth, and Families (DCYF) Agency became effective on July 1, 2024.

As the Program Compliance and Audits Manager, you will be responsible for the oversight, development, management, implementation and direction of multiple compliance eligibility reviews or audits. This includes developing and managing the agency's business infrastructure used to carry out required sample, audit, response and reporting requirements specified in federal regulations. This position assures that all Federal and State eligibility review deadlines and specifications for needed actions and end products are met.
Directly manage a team of 7 eligibility review professionals.
Develop and manage the agency's business infrastructure used to carry out eligibility reviews for Child Care Assistance Program (CCAP), Temporary Assistance for Needy Families (TANF) and other business infrastructure used to carry out the required sample, audit, response & reporting requirements as specified in federal and state regulations and provide oversight of all staff responsible for conducting eligibility reviews to ensure timely attainment of audit goals, professional work performance and compliance with all regulations.
Manage eligibility review daily operations.Effectively manage Program Compliance and Audits Section operations, budget, physical and systems resources, and staff within fiscal allotment constraints.Direct personnel activity so that staff are utilized in an effective manner and that labor agreement contracts and plans are equitably administered.
Manage the development of all audit policy and procedures. Oversees and coordinate the development and implementation of state and agency level policies needed to implement all eligibility reviews in accordance with all applicable federal and state regulations.
Manage all eligibility review relations.
Minimum Qualifications

Demonstrated leadership experience: Leadership experience can include:
Experience as a supervisor, lead worker, team lead, project lead;
Completion of a State of Minnesota leadership program (e.g. ELI, L4);
A paid/unpaid position leading a program or chairing a committee (e.g. Employee Resource Group) - experience must include:
1+ year of experience identifying issues, goals and strategic actions
100+ hours per year time commitment
AND
Four (4) years of experience conducting eligibility determinations or reviews of eligibility determinations for public assistance programs. Experience must demonstrate:
Strong resource management capabilities, including experience analyzing and projecting costs and budget figures.
Experience developing the data management and analysis capabilities of a technical team.
Direct experience working with state distribution systems (such as MMIS, MAXIS, and METS).
Familiarity with for Child Care Assistance Program (CCAP), and/or Temporary Assistance for Needy Families (TANF).
Understanding of the complexity of and interaction between federal and Minnesota's state policy systems with knowledge of specific government-funded programs (e.g., Medicaid, Medicare, CHIP, TANF, Child Care, Minnesota Care, federal waivers, and more).
Experience protecting the integrity of and managing a complex sampling process of data.
Experience working with highly complex policy, operations and/or budget issues and budgets.
Preferred Qualifications
Prior experience working for counties doing eligibility determinations or supervising teams that determine eligibility.
Supervisory experience with increasing levels of responsibility.
Prior experience conducting outreach and facilitating collaborative conversations with stakeholders.
Mathematical aptitude to be able to do statistical analysis of data.
Proven record of report writing with analyzing and synthesizing complex data.
