As an ARPA-H (Advanced Research Projects Agency for Health) Program Analyst for the Strategic Technical ARPA-H Talent Support (STATS) Program at Noblis you will be part of our Health Solutions account team. Working in concert with the PM and the ARPA-H leaders, you will address their challenges related to managing their critical programs to deliver transformative, sustainable, andequitablehealth solutions for the Nation.
This is an opportunity for someone with extensive health and ARPA experience to work with an exceptionally talented and high-performing team on challenging andcutting-edgeprojects. This position requires the ability to effectively juggle multiple priorities, strong organizational skills, and the ability to coordinate among senior managers and technical professionals.
ARPA-H advances high-potential, high-impact biomedical, healthcare, and health research that cannot be readilyaccomplishedthrough traditional research or commercial activity.Key focus areas of ARPA-Hresearch portfolioinclude:Health Science Futures (expandingwhat'stechnically possible), Scalable Solutions (reaching everyone quickly), Proactive Health (keeping people from being patients), and Resilient Systems (building integrated healthcare systems).
The Project Acceleration and Transition Innovation Office (PATIO) helps to translate scientific and technological breakthroughs into real-world products and services. PATIO delivers impact through a suite of services provided to Program Managers and ARPA-H funded performers. For PATIO, success is when ARPA-H-funded technology graduates from the agency, survives in the wild, and accelerates better health outcomes for all Americans. PATIO services span the lifecycle of ARPA-H projects and programs, from concept development to graduation.
ARPANET-H is our formal and growing nation-wide network of partners. It consists of two consortia: a customer experience network (~~~/) focused onpeople (patients, communities, providers), andan investor catalyst network (~~~/) focused on markets (commercialization, regulatory, reimbursement). Partnersparticipatein ARPA-H projects, compete for B2B style contracts, obtain support, and join a community of likeminded organizations.
Responsibilities include:
Engage with Consortium Management Firm to develop and implement workplans
Support Federal Lead in developing, tracking, and applying success metrics at network and project level, from design of new projects or partnerships to long-term visioning
Execute on range of hub-and-spoke network and project implementation tasks, including helping develop workplan outlines, review deliverables from hubs or spokes, compile meeting agendas, document meeting outcomes, create email templates,etc
Working closely with the ARPA-H STATS Program Manager and ARPA-H leadership on financial, business, administrative, and program management problems.
This may include monitoring project performance and reviewing deliverables to ensure technical, programmatic, and financial goals andobjectivesare met andidentifypossible programrisks, including:
Assistingwith the development and administration of ARPA-H STATS to include tasks such as: development of solicitation material, administration of source selection reviews, and assessing technical solutions.
Tracking financial milestones and creating and coordinating budget and acquisition documents.
Providing support to Portfolio and Program Managers in their continued engagement with ARPA-H customers on the receipt, prioritization, and regular reporting of their operational capability gaps.
Performing routine tasks including, but not limited to, scheduling, writing internal memos,maintainingand updating Program Management records, filing, intranet website maintenance, preparing and reviewing presentations, records maintenance, and coordinating daily operations of the assigned program.
Providing assistancein managing and responding to program-aligned data calls, compiling information, and preparing information for reporting to senior leadership.
Assistingwith planning technology transitions to the respective operational customer.
Providing Noblis-internal leadership, including:
Possible linemanagement responsibilities.
Providing professional development and mentorship for teammates.
Development of new Business Development (BD) opportunities and related capture management, in close collaboration with Noblis' BD team.
Client Engagement
Learn about the Noblis business development lifecycle, processes, tools, and account structure
Contribute specialized domain or technical content to proposal sections or client white papers
Build a productive relationship with your client and understand their structure and goals
This is a hybrid position and will require up to 3 days on-site.
Required Qualifications
US Citizen and able to obtain a Public Trust Clearance
MastersDegree(any field) isrequired
8 years of professional experience
U.S. Citizenship is required.
Desired Qualifications
Experience in program management, coordination of multi-disciplinary teams, and strategic planning required.
Experience in biomedical sciences, technical writing and/or data analysis preferred.
Demonstrated creativity, foresight, professionalism, and mature judgment inanticipatingand solving financial, business, administrative, or program management problems.
Demonstratedproficiencyusing modem PC computer techniques, systems, and tools such as Microsoft Word, PowerPoint, Project, and Excel.
Experience inestablishingstrong working relationships with R&D program managers as well as organization leadership; tracking task order efforts to rapidlyidentifyand resolve potential andnew problems; andidentifyingand resolving administrative and contractual issues related to a support services contract isrequired.
Experience monitoring project development performance and reviewing deliverables to ensure technical, programmatic, and financial goals andobjectivesare met andidentifypossible programrisks.
Excellent communication, collaboration, and presentation skills. Proven results-oriented problem-solving abilities. Experience with presentation graphics and/or spreadsheet tools.
Experience providing guidance, feedback, and consulting services to federal program managers.
Ability to work in a dynamic team-oriented environment,demonstrateteamwork and initiative, and function productively in the face of new assignments and the re-prioritization of existing assignments.
Experience preparing and reviewing presentations, reports, project schedules and weekly status inputs.
Program analyst experience preferably in an R&D environment.
Demonstrated experience in at least two of the following:
Developing, organizing, forecasting, andmaintainingfinancial budgets and tracking financialmilestones;
Creating and coordinating budget and acquisitiondocuments;
Organizing meetings; developing briefings to technical and non-technicalaudiences;
HHS policies and regulations; and interacting with multiple internal and external personnel with excellent communication, project management, and organizational skillson a daily basis.
Previoushealthcare experience is desirable with at least one (1) year working with ARPA (e.g.IARPA, DARPA, HSARPA, ARPA-E).

Compensation at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, clearance level, as well as contract-specific affordability, organizational requirements and applicable employment laws. The projected compensation range for this position is based on full time status. For part time or on-call staff, compensation is proportionately adjusted based on hours worked. While monetary compensation is important, it's just one component of Noblis' total compensation package.
Posted Salary Range
USD $46,200.00 - USD $72,225.00 /Yr.
