Overview:
Apogee has an exciting new opportunity for a
Nuclear Operations Analyst to support the Air Force Nuclear Weapons Center (AFNWC) Combatant Command, Command, and Control (NC3) Division (NCC) providing support in conducting nuclear command, control, and communications (NC3) program analysis, systems analysis, applications software development, and implementation issues.
This is a full-time opportunity located at Offutt, AFB, NE.
Responsibilities:
- Perform system and requirements analysis supporting the NPES operational community, including analysis of impacts on and from integrated external systems.
- Ensures Nuclear Planning and Execution System (NPES) compliance with regulatory requirements and organization objectives.
- Participates in initiatives to test, analyze, and evaluate strengths and weaknesses of proposed requirements and capabilities that assess the fidelity of USSTRATCOM’s compliance with current and future NC3 operations.
- Consults, advises, and provides technical guidance on matters of nuclear technical performance criteria, nuclear operations, and/or nuclear command and control issues.
- Support NC3 community-related testing to include OPLAN planning data verification, Warning, Residual Threat, Residual Capabilities Assessment, Nuclear Detonation Detection System, and Adaptive Planning testing, and all other NPES-related software testing.
- Provide support with Stakeholder Requests and Deficiency Reports to improve NPES software, research inputs with appropriate staff offices, and continuously analyze NPES software and recommend improvements.
- Provide Agile Development Test and Evaluation (DT&E) and Operational Test and Evaluation (OT&E) of NPES and NPES-related software. NPES testing includes, but is not limited to, scenario database preparation, creation, and documentation of test plans and procedures, user story traceability, test tool recommendations, test jigs, data, etc.
- Employ effective techniques to capture, maintain, and trace both explicit NPES user requirements and derived technical requirements.
- Executes policies and standards established by any/all governments
- Provide operational test and evaluation support
Qualifications:
Minimum Requirements
Citizenship: Must be a US Citizen
Clearance: Must possess and maintain a TS w/SCI eligibility. Must be able to obtain and maintain Nuclear Command and Control/Extremely Sensitive Information (NC2/ESI), and Alternative or Compensatory Control Measures (ACCM)
Certifications: Possess or ability to acquire Security+ certification
Education: High School Diploma
Years of Experience: 15 years relevant experience, 5 of which must be in DoD to include:
- Knowledge of a wide range of principles, practices, and quantitative and qualitative evaluative techniques used in program analysis to identify, evaluate, resolve, and present issues or problems to isolate discrepancies or identify trends that impact command-level nuclear command, control, and communications (NC3) programs.
- Advanced knowledge of analytical and evaluative methods and techniques as well as measurement of data to plan, schedule, and conduct projects and studies to evaluate and recommend ways to improve the effectiveness and efficiency of program operations including adapting or developing new or modified methods.
- Skill in gathering, evaluating, and interpreting data sufficient to arrive at valid, supportable conclusions and to offer meaningful recommendations.
- Familiarity with cost analysis tools and software.
- Knowledge of and experience using various statistical analysis, modeling, and simulation tools and techniques
- Strong verbal and written communication skills
- Experience analyzing organizational/personnel processes and recommending/implementing improvements
- Familiarity with Nuclear Planning and Execution (NPES) and with Agile methodologies and principles
Preferred Requirements
Education and experience: Bachelor’s degree with 10+ years relevant experience where at least three (3) years of supporting the Department of Defense (DoD)
