This role will be directly supporting the network/systems environment for our client's Traffic Operations Center (TOC) in Virginia Beach. The TOC provides 24x7x365 operations and supports the IoT devices on the roadways to: provide Situational Awareness, Support District Leadership and Traffic Operations SMEs, Support Travel / Incident management, manage District / Corridor Operational Technology (OT) Services management (the OT is the 'center of excellence' for the various TOCs across the state), coordination for Break fix, and assist with restoration of service.
Our client is comprised of a Central Office, nine Districts, and five Traffic Operations Center (TOC) facilities. The TOC facilities have been designed, developed, and implemented to manage traffic operations statewide. Each District and TOC relies on a number of field-based Operations Technology (OT) devices to carry out its mission. These OT devices include, but are not limited to, permanent and portable dynamic message signs (DMS), closed circuit television cameras (CCTV), traffic monitoring sensors, fog detection systems, and traffic signals. These devices reside on a dedicated OT network and are integrated with an Advanced Transportation Management System (ATMS) and a Statewide Traffic Signal System (STSS). The ATMS and STSS are the primary applications used by our client's TOC and District staff to manage and monitor roadway traffic systems statewide. Because TOC and District staff rely heavily on the ATMS and STSS in carrying out their mission, it is imperative that the OT network is properly supported and maintained. Therefore, our client is issuing this solicitation to obtain the services of an on-site Network Engineer at the Hampton Roads TOC to ensure the reliable and efficient operation of the OT network.
The development of the existing network included the preparation of documentation related to the design and operation of the network. The Network Engineer shall review existing documentation and assess the completeness and accuracy of the documentation relative to the actual operating environment and update as necessary. The Network Engineer will conduct all TOC network activities at the direction and guidance of the Systems Manager and other Operations Technology Division (OTD) leadership as necessary. Other activities will include attendance at OTD staff meetings and/or planning meetings.
The responsibilities of the Network Engineer will include maintenance of all current network hardware and software at the TOC as well as new hardware and software which will be installed in the future. These services will be primarily for central control room hardware, communications infrastructure, and software. Field equipment maintenance is primarily performed by other personnel. However, the Network Engineer will be expected to provide support for the field equipment including installation, maintenance, and troubleshooting as necessary.
Listed below are examples of long-term/planning duties the Network Engineer is expected to perform:
Hardware and software upgrades of network components
Network performance planning
Network Capacity planning
Component warranty monitoring
Hardware lifecycle management
Software version management
Communications planning (local and wide area)
Over time, additional field equipment will be added to the TOC. The Network Engineer will be responsible for supporting the testing, configuration management, and troubleshooting associated with the integration of the new equipment with the TOC central software.
Work in the System Integration area may include writing specifications, preparing drawings, providing procurement support, and installing and configuring equipment.
Support in determining equipment specifications, selection of equipment, and selection of models.
Support in determining if vendor recommendations of equipment meet requirements.
Assisting in commercial-off-the-shelf procurement decisions.
Review of vendor proposals/bids/submittals as required.
Unpack new hardware and inspect it for any signs of damage. The Network Engineer will record in the configuration management database the make, model, and serial numbers of each individual piece of equipment.
Install the equipment in its intended location. The network hardware will be rack mounted. The Network Engineer will verify all connections to and from the equipment including power and communications connections.
Setup and configure each piece of equipment. This may include the installation of an operating system or other COTS software. It may also include the setting of configuration parameters, such as IP routing parameters in the network switch. The Network Engineer will record any setup parameters used in configuring the equipment.
Test the system configuration to verify that each piece of equipment is connected and configured as specified.
Cyber Security is a rapidly increasing area of focus for our client. The Network Engineer will be expected to be current with emerging security trends, issues and alerts. Other expectations include:
Ability to communicate known security risks and solutions to leadership in order to mitigate risks to business and technology partners as needed.
Ability to identify, document, and recommend new or revised security processes, policies, and SOPs.
Participate in knowledge sharing with other security engineers and partners.
Interface with technical personnel from various disciplines to rapidly resolve critical security issues.

Additional Skills & Qualifications:
This position will also be required to perform some light system administration related duties. Such typical duties expected of the Network Engineer shall include, at a minimum, the following:
Monitor network performance/utilization
Add/remove system users
Change user privileges
Provide full system backups and restoration, if necessary
Manage network security policies and procedures
Participate in Configuration Change Board (CCB) meetings
Manage network configuration
Archive data as directed
Develop reports
Implement bug fixes, patches and upgrades
Support the addition of field devices to the system
Manage maintenance support agreements
Provide other network-related technical support as directed by Operations Technology Division management or designee.
