NEPS Requirements Development Subject Matter Expert(C80-2024-21514)
Bowhead seeks multiple NEPS Requirements Development Subject Matter Experts for a growing effort of the NAVSEA Enterprise Planning System (NEPS) in support of BFMC and COMPTROLLER.
Responsibilities
TheNEPS Requirements Development Subject Matter Experts will develop processes and methodologies to effectively correlate and defend recordation of allocations to requirements and be "audit ready" by 2027 (House Report 117-88 includes a provision for Government Accounting Office (GAO) to review DOD's efforts to achieve a clean audit opinion by 2027).
Serve as BFMC/COMPTROLLER member on Warfare Center Enterprise Data Warehouse (EDW) working group to leverage existing Dashboard and Business Intelligence (BI) capabilities and features.
Serve as BFMC representative on NEPS Advisory Group (NAG) to target specific aggregate planning data required to manage and monitor execution and adherence to NAVSEA key performance indicators (KPIs) in various dashboard and BI tools.
Develop/refine requirements and methodologies for managing, monitoring, and reporting adherence to Office of the Secretary of Defense (OSD) Obligation and Expenditure goals (benchmarks).
Develop requirements for dashboard methodologies and measures to monitor and track NAVSEA's adherence to GAO audit requirements.
Develop/refine requirements for reconciling and clearing unmatched transactions (UMT) and unliquidated obligations (ULO) to include root cause analysis.
Support resolving aged accounts receivables and payables.
Support requirements/process for pulling key supporting documentation (KSD) for various audit samples.
Identify critical data points and measures for strategic, operational, and analytical KPIs in dashboard tool(s); determine desired design to display data in a digestible manner and allow users to interact with the points if needed to perform 'what-if' scenarios.
Strategic, operational, and analytics dashboards should be concise and accessible, providing an instant glimpse into data points and goals.
Designs should consider fiscal and business goals or risks; products should meet needs of multiple NAVSEA Stakeholders
Perform gap analysis and analysis of alternative (AoA) assessments for new functionality (modules). This includes a detailed mapping of source requirements to existing data, identifying gaps, and providing detailed requirements to the NAG for evaluation. New functionality will require Senior Leadership Configuration Control Board (SLCCB) approval. Develop detailed requirements for approved modules (pre-definition and development phase) and new requirements.
Total Obligation Authority (TOA) / Comptroller: This module will document NAVSEA's TOA in the Planning System of Record. It will also automate Program Phasing for COMPTROLLER Obligation and Expenditure phasing reports that programs currently manually update 3-4 times per year. The module will be the submission point for program obligation and expenditure phasing plans (PPP) to the comptroller (COMPTROLLER) to replace the current spreadsheet process. The TOA module will pull data from existing obligation and expenditure phasing plans that reside in the Task Planning Sheets (TPSs). The Comptrollers will use this module to review submissions.
Budget Planning System (BPS): This module will incorporate the Budget Planning System (BPS) Post-Delivery (PD) and Outfitting functionality into to ensure programs have a full budget picture for their TOA. Requirements definition for the BPS module will begin after the Government Furnished Equipment (GFE) Module is fully deployed.
Spares: This module will allow Spares planning and management (in lieu of PARTS database) in. Requirements definition for the Spares module will begin after the GFE Module is fully deployed.
Work closely with NAG SME and developers in the design of in-tool solutions, test and validate changes in test and development sites, and recommend functionality release to the NAG.
Qualifications
Must be a United States citizen.
Must possess or qualify for an active DOD Secret security clearance
NAVSEA, Warfare Center, or Navy experience.
Naval Surface or Undersea Warfare budgeting and task negotiation experience preferable, with insight into Working Capital Fund and General Fund financial operations.
Familiarity with various Navy appropriations and how they relate to program planning including: Operation and Maintenance (O&M), Research, Development, Test and Evaluation (RDT&E), Shipbuilding and Conversion (SCN), Other Procurement (OPN), Weapons Procurement (WPN).
Bachelor's degree in engineering, operations management or business management, data analytics, computer science, or a related field with 4 years of relevant experience, or the equivalent practical experience.
Desired Navy certifications: Defense Acquisition Workforce Improvement Act (DAWIA) certified at least Level II for Program Management or Business Financial Management (FM), FM Certification, Certified Defense Financial Manager (CDFM) also a plus.
Outstanding verbal and written communications skills; experience in developing and delivering briefings and reports for a variety of audiences.
Ability to perform frequent internal and external customer interface including regularly scheduled and ad hoc meetings.
Strong background in requirements development and data analytics, including proficiency in statistical analysis, data visualization, and advanced analytic techniques in a DOD setting.
Ability to extract meaningful insights from complex datasets and present them in a clear and concise manner.
Proficiency in leveraging data to support decision-making processes and drive operational improvements.
Proficiency or familiarity with data sources and systems commonly used in the NAVSEA environment:
NAVSEA Enterprise Planning System (NEPS) production, testing, and development instances
Navy Enterprise Resource Planning (N-ERP)
Warfare Center Enterprise Data Warehouse (EDW)

Specialized experience using Microsoft Office Suite (Excel, PowerPoint, Word, Publisher, Visio, and Teams), Microsoft 365, Power Apps/Power BI, Adobe Pro.
Experience using Survey Monkey online tool, Qlik and/or Tableau.
Ability to travel reasonable distances (up to 100 miles one-way) to meet with customers or other company personnel in the execution of job functions
Ability to lift and carry up to 25 pounds in order to carry a laptop, notebooks, papers, binders and other tools and equipment required in the execution of job functions.
Target salary range is $100,000 - $130,000 commensurate with experience
Must be able to lift up to 25 pounds
Must be able to stand and walk for prolonged amounts of time
Must be able to twist, bend and squat periodically
SECURITY CLEARANCE REQUIREMENTS: Must currently hold a security clearance at the Secret level. US Citizenship is a requirement for Secret clearance at this location.
