    This position serves as the principal in-house counsel for Minnesota Management and Budget. The primary role is to provide legal advice and counsel, legal direction, and supervision to of MMB's legal activities. This includes oversight, direction, and coordination of MMB's litigation, legal advice, legal compliance, data practices and administrative law functions. This position maintains the ongoing coordination of MMB's relationship with the Attorney General's Office. This position also acts as the State Ethics Officer. This position will support a high performing legal team, recognizing existing individual expertise and supporting continued professional development.

    Minimum Qualifications

    • Juris Doctorate (J.D) from an ABA-accredited law school

    • Current Minnesota bar membership in good standing at the time of hire

    • Seven years or more of total legal experience in a law firm, in-house, corporate counsel and/or other public sector attorney experience practicing law that included litigation (or litigation management), investigative and/or general counseling experience

    • Experience interpreting, communicating and implementing federal and state laws and regulations

    • Experience with statutory interpretation, including interpretation of appropriation language

    • Experience developing risk management practices to mitigate exposure to legal or administrative claims

    • Experience managing short and longer-term teams and work groups, which may include assigned staff, stakeholders and/or partners

    • Experience interpreting, analyzing, researching and giving recommendations to management on complex legal issues

    • Experience planning and delivering training on a variety of legal issues

    • Critical thinking and problem-solving skills sufficient to analyze a variety of complex legal issues, identify areas of research and evaluate alternatives, make sound decisions and

    • provide guidance to management on these issues

    • Excellent oral and written communication skills sufficient to advocate for and communicate complex legal concepts and methods in understandable terms to a variety of audiences

    • Skill in resolving contractual and legal issues involving a range of stakeholders

    • Skill in dispute resolution and/or mediation

    • Ability to formulate and articulate policies, rules and procedures

    • Ability to manage legal projects effectively

    Preferred Qualifications

    • Experience drafting legislation

    • Knowledge of state processes including but not limited to government hierarchy and process, the legislative process, the bargaining process, the application of state human resources and labor relations policies and procedures
