    GENERAL SUMMARY :

    This position provides leadership to all aspects of the Registrar's Office including student enrollment, student records, transfer evaluation and articulation, graduation, developing term schedules, academic calendars, instructional space assignments, reporting and veterans' benefits in accordance with State and Federal Regulations. This role collaborates across departments regarding academic policies and procedures.

    Security Access: High Incumbent has access to restricted or confidential personnel and student information and must comply with the terms of the policies of regulatory requirements of Mercy College and affiliates as they relate to the position.

    FERPA SECURITY COMPLIANCE:

    Incumbent has access to confidential information related to the Family Educational Rights and Privacy Act (FERPA) (20 U.S.C. § 1232g; 34 CFR Part 99), a Federal law that protects the privacy of student education records and must comply with the terms of the law as it applies to their job role.

    ESSENTIAL FUNCTIONS :

    • Plans and oversees the Registrar's office including student enrollment, student records, transfer evaluations and articulations, student information system, degree audits, veteran benefits, developing academic calendar and term schedules.

    • Certifies the official records of all students, current and past, in accordance with State and Federal guidelines.

    • Hires, develops, trains, directs and motivates staff to ensure optimal performance. Provides regular feedback, including annual performance evaluations.

    • Collaborates with other Departments, Administrators and faculty to ensure compliance with Academic Policy.

    • Certifies graduation eligibility and ensures all degree requirements have been met.

    • Oversees the release of student information, maintaining confidentiality in accordance with FERPA.

    • Ensures accurate reporting for state and national systems.

    • Assists with planning and coordination of commencement.

    • Develops and monitors the annual budget for the office.

    • Performs miscellaneous duties as assigned.

    MINIMUM KNOWLEDGE, SKILLS AND ABILITIES REQUIRED :

    • Bachelor's degree in education or related field. Master's degree preferred.

    • Demonstrated leadership experience in a College Registrar's or Student Affairs Office.

    • Excellent analytical, organizational, interpersonal, and communicative skills.

    • Demonstrated ability to interpret policy and make sound independent decisions.

    • Demonstrated technical ability with student information systems (Colleague preferred).

    • Knowledgeable about governmental regulations pertaining to higher education.

    PHYSICAL ACTIVITY REQUIREMENTS : (Constant = 67%-100% of workday, Frequent = 34%-66% of workday, Occasional = 33% or less of workday)

    CONSTANT:

    • Sight, hearing, talking, sitting, and the use of gross and fine motor skills.

    FREQUENT:

    • Walking, standing, lifting, twisting, bending, stooping, and feeling.

    PHYSICAL DEMAND REQUIREMENTS :

    • Light work : Exerting up to 20 pounds of force occasionally and/or up to 10 pounds of force frequently, and/or a negligible amount of force constantly to move objects. Use of arm and/or leg controls requires exertion of forces greater than that for sedentary work and the worker sits most of the time.

    VISUAL ACUITY REQUIREMENTS :

    • Requires usage of computer terminal, extensive reading and deciphering of detailed materials and recognition of persons at a distance.

    INTELLECTUAL/EMOTIONAL REQUIREMENTS :

    • Ability to adapt to constant change from one task to another, possibly of a different nature, without loss of efficiency or composure.

    • Ability to perform under stress when confronted with an unusual, dangerous, or emergency situation or in situations when working speed and sustained attention is crucial.

    • Ability to influence others' opinions, attitudes or judgments.

    • Must function efficiently under demanding time frames.

    • Ability to maintain a high standard of courtesy and cooperation in dealing with students and co-workers despite the stress of the office work environment.

    EQUIPMENT/TOOLS :

    • Computer, photocopier, printer, telephone, fax machine, audiovisual equipment.

    WORKING CONDITIONS :

    • The worker is not substantially exposed to adverse environmental conditions (such as in typical office work).
