  • Overview

    The Manager of IT Quality Assurance (QA) and IT Delivery Excellence manages the day-to-day operations of the QA team in a manner that fosters digital practice, delivers consumer-centric services, and ensures the quality of Fairview's applications and infrastructure.

    The Manager leads the QA practice to develop a comprehensive portfolio of testing capabilities required for digital IT, that is delivered through a flexible talent model and focused on user experience (UX) related to agile IT services. Based on target state viewpoint for QA practice, this role creates and executes a plan to rapidly advance testing competencies and adds new capabilities to round out the QA portfolio of services. The manager is responsible to source and sustain talent in the QA team and manage the operating budget to achieve QA practice goals.

    The Manager is responsible for driving the quality of work IT provides and measuring through a variety of methods. The key aspect of the Delivery Excellence function will be the definition, adoption and implementation of methodologies, processes, procedures, reporting and quality control to be used on major projects/workstreams within IT. The purpose of Delivery Excellence will be to drive the consistent end-to-end implementation of services, including quality assurance and transaction excellence. The Manager will be responsible for implementing these standards via rigorous review processes.

    This is a management and leadership role in IT, that contributes to IT digital transformation. The skills required for this role are team and transformation leadership, focus on consumer-centric approach to understand and articulate business challenges and competency with organization dynamics.

    Responsibilities Job Description

    • Manage team activities, process, work priority and deliverables to consistently achieve quarterly goals for digital competency.

    • Translate target state viewpoints for digital competency into specific skills, work process, tools and techniques for team members. Delineate areas of change or new competencies to be developed relative to current practice.

    • Create and execute team training plan and individual professional development plan to launch digital practice and achieve quarterly goals for team and individuals.

    • Source, onboard and sustain talent and services globally to accelerate digital or automation capabilities in QA.

    • Partner with ITSM to update IT processes to enable digital QA competencies.

    • Execute services communication plan to articulate transformation plan, upcoming changes in QA practices and associated value to key business stakeholders and IT teams.

    • Execute practice development plan to steadily shift from project-based activity to product-based specialization that aligns with business priority over a 3-year time period.

    • Optimize annual operating budget across a mix of talent models, managed services and training/development for in-house staff, based on a long-term view of business value.

    • Collaborate with GPHR Consumer Innovation Studio to develop consumer-centric practices and enterprise framework for consumer/user experience (CX/UX).

    • Map 6-12-18 month roadmap of deliverables, team development and practice maturity to overall equation for quality of digital IT service.

    • Identify and resolve/escalate work and cultural barriers in the IT department that must be addressed to achieve target state digital competency.

    • Gather and review stakeholder feedback to enhance QA processes

    • Develop an environment recognized for continuous improvement, innovation and best practices across service and delivery excellence

    • Establishment and maintenance of organizational delivery excellence strategy

    • Define and execute strategy for internal systems and tools to support delivery excellence

    Qualifications

    Required Qualifications

    • Bachelor's degree in business, technology or related field or an equivalent combination of experience, education and training

    • 10+ years successful QA experience enabling delivery of projects/programs in healthcare.

    • 3 years in a direct leadership role managing people and finances (budget)

    • Solid understanding of industry best practices around QA methodology, automation tools, performance testing tools, and product QA metrics.

    • Demonstrated ability to manage complex projects across a large system or organization

    • Strong process and change management skills

    • Proven ability to build and lead teams through change/transformation initiatives.

    • Demonstrated ability to provide executive views into team competency, performance, development and outcomes.

    • Demonstrated ability to build effective working relationships across IT teams and all levels of leadership to ensure commitment and cooperation throughout project life cycle.

    • Strong team and individual coaching and mentoring skills.

    • Excellent oral, written, and interpersonal communication and presentation skills.

    • Track record of collaborating with multiple stakeholders to achieve sustainable outcomes.

    • Demonstrated skills in critical thinking, change enablement and relationship building.

    Preferred Qualifications

    • Bachelor's degree

    • 5 years' experience with direct management of a team.

    • Proven ability to stand up new programs within a large organization

    • Digital Quality Assurance for IT service delivery, Agile IT delivery

    • Experience within the healthcare industry

    • Any one of common QA certifications (CSTE, CSQA, CAST, CMSQ, ISTQB, etc.)

    • Project management certification (PMP, etc.)
