    An excellent opportunity exists within the estimating organization for a Manager position within the Estimating and Pricing organization. This position will support the Strategic Sensors & Precision Strike (SSPS) estimating team. The chosen candidate will be responsible for the planning, leading and performing pricing and cost proposal development in accordance with customer requirements and current government regulations, laws and company policies.

    The chosen candidate will be responsible for all pricing support functions from pre-RFP activities through proposal negotiations. These activities include; forming, planning and guiding the proposal cost team, managing all cost volume development activities such as compiling cost, schedule and technical elements in accordance with the Request for Proposal (RFP) specifications. The development of complex Excel-based cost models is crucial for strategy development, Leadership Team pricing reviews and submission. Your presentation skills will be critical for successful senior management pricing reviews.

    You will also provide training and mentoring to junior pricing analysts to ensure organizational capabilities are met and individual growth is accomplished. Developing Relationships is critical to the success of this role, so you are committed to excellence and be detailed oriented.

    What You Will Do

    • Demonstrate ability to lead, manage and mentor a team of junior pricing analysts is required

    • Able to work both independently (self-guided) and as an integral team member in a highly dynamic work environment

    • Experience in proposing different contract types (CPFF, CPIF, CPAF, FPIF, T&M, Incentive Fee) with an understanding of financial implications on program implementation of each contract type

    • Demonstrate ability to think strategically and be detailed oriented.

    • Provide support to Capture team(s), early rough order of magnitude support, cost proposal planning, creation and packaging of compliant cost volumes, compliance reviews, and support of Customer negotiations, fact-finding, and audit

    • Analyze BOMs and BOEs ensuring reasonableness, adequate rationale and proper backup data

    • Ensure all aspects of cost (e.g., Material, Labor, Other) are represented in the cost proposal

    • Utilize company estimating and pricing programs and tools

    • Use knowledge of successful proposal execution to increase efficiency of the proposal process, increasing opportunities and minimizing risks

    • Ensure all applicable parties (e.g., Engineering, Subcontracts, program management and other E&P colleagues) collaborate toward accurate, current and complete proposal submissions

    • Prepare and present Gate 4 charts for program/company leadership review of proposal information

    • Ensure full FAR compliance on all proposals. The position is capable of providing compliance guidance on complex situations

    • Respond effectively to requests from DCAA & DCMA

    • Effective planning and scheduling skills that lead to the completion of proposal efforts in accordance to customer and company requirements

    Qualifications You Must Have

    • Typically requires a Bachelor's and a minimum of 8 years prior relevant experience, or an Advance Degree in a related field and a minimum of 5 years' experience

    • Experience with Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), (TINA) and/or other Government Procurement regulations as they pertain to Bid/Cost proposals

    • Experience utilizing tools like Microsoft Excel, and/or other MS Offices software such as PowerPoint & Word

    • The ability to obtain and maintain a U.S. government issued security clearance is required. U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance.

    Qualifications We Prefer

    • Excellent written and oral communication skills with demonstrated experience briefing all levels of Management

    • Experience working on competitive and sole source proposals

    • Experience with International Pursuit pricing

    • Course work towards or a Master's degree in Business Administration is also desirable

    • Knowledge of ProPricer, as well as the ability to learn and utilize alternative pricing software as necessary.

    • Ability to analyze statement of work and RFPs on proposals of moderate size and complexity in order to meet customer expectations

    • Ability to develop solutions to complex problems that require the regular use of ingenuity and innovation

    The salary range for this role is 96,000 USD - 200,000 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate's work experience, location, education/training, and key skills.
