    The Director of the Management Services Division (MSD) provides leadership and oversight in the strategic planning, execution, and assessment of Department of Human Services' (DHS) administrative services. They are responsible for the activities and outcomes of the centralized DHS administrative services organization, which includes property and facilities management, mail distribution and information desk services, physical security, and Lean Continuous Quality Improvement initiatives.

    The Director of MSD acts as the key agency liaison with the Department of Administration and with administrative services leadership throughout the executive branch.

    Responsibilities include but may not be limited to:

    • Provide leadership, vision and managerial oversight in the development and implementation of DHS's administrative services strategyand framework, supporting a collaborative and coordinated process across a decentralized organization.

    • Leadagencywideinitiatives/projectsonbehalfofexecutiveleadershipinsystems/processimprovementand innovation.

    • Directthefunctionsandoperationsof theManagementServicesDivision(MSD).

    • Evaluate and, asneeded,redesignthe MSD organization to build capacityto adapt to future change.

    • Manage assigned staff and the division in a manner that maximizes productivity and customer service.

    Minimum Qualifications

    Managerial Experience

    AND

    Three (3) years' experience managing programs related to administration services, operations management, and/or project management, including continuous improvement initiatives, strategic planning and directing the work of staff.

    Experience must demonstrate

    • Managing projects and directing and coordinating staff and contractors to an end goal on time and within budget, which demonstrates knowledge of the principles of project management, program management, and systems change sufficient to develop new strategies and systems.

    • Expertise applying continuous improvement methodology to improve processes, increase efficiency and advance desired outcomes.

    • Managing large, complex contracts and leases.

    • Advanced negotiation and communication skills, including experience in the process of conflict resolution and compromise.

    • Writing ability sufficient to provide policy or program implementation strategies.

    • Oral communication sufficient to work with different interest groups and lead program implementation.

    • Human relations sufficient to influence, persuade, and work collaboratively with internal and external partners with differing and often conflicting interests.

    • Use of computers and software applications sufficient to create and interpret management reports, project documentation and reports, spreadsheets, financial analyses, databases, and correspondence.

    • Strategy development to implement new enterprise administrative policies and practices.

    • Developing strategic direction and championing change.

    Preferred Qualifications

    • Advanced experience with public finance, management financial reports, managing public funds.

    • Knowledge of the commercial real estate industry and practices.

    • Knowledge of qualitative and quantitative analysis sufficient to plan and evaluate services and outcomes.

    • Advanced experience with complex and enterprise-scale continuous improvement initiatives using a structured methodology.

    • Variety of experiences working effectively with others from different backgrounds and cultures.
