  • Job Description

    We are seeking an experienced and detail-oriented Lead Analyst to support the Boards Office of Appellate Support (OAS) Technical Infrastructure Branch (TIB). The successful candidate will play a critical role in gathering, analyzing, and refining business requirements, ensuring alignment with stakeholders, spearheading Human Centered Design (HCD) sessions and supporting the legal and claims appeals process. This role involves close collaboration with various stakeholders, continuous refinement of requirements, and ensuring traceability throughout the development lifecycle. Experience in Agile methodologies and familiarity with the legal and claims appeals process is highly desirable.

    Key Responsibilities

    1. Requirements Elicitation and Analysis:

    Gather, analyze, and refine business requirements through collaboration with stakeholders, including business and technical teams.

    Translate business needs into detailed user stories, ensuring they align with the Boards objectives and are ready for development.

    Utilize BPMN approach for creating visual models to support requirement analysis.

    Organize and execute Human Centered Design (HCD) approaches for requirements refinement.

    1. Stakeholder Management and Collaboration:

    Engage with a variety of stakeholders, including the technical scrum teams, to ensure ongoing alignment and gather feedback throughout the requirements lifecycle.

    Conduct regular stakeholder reviews to refine and validate requirements, ensuring all business needs are accurately captured and addressed.

    1. Agile Methodologies and Tools:

    Apply Agile principles in managing requirements, including sprint planning, backlog grooming, and iterative development.

    Use JIRA to log, document, and track requirements, ensuring they are traceable and aligned with the projects goals.

    1. Domain Knowledge in Legal and Claims Appeals Process:

    Leverage experience in the legal and claims appeals process to ensure that all solutions align with the specific needs of the Board of Veterans' Appeals (BVA).

    Understand the nuances of the appeals process to accurately capture and interpret requirements within the context of the BVAs legal framework.

    1. Requirements Traceability and UAT Support:

    Collaborate with UAT testers to ensure all requirements are thoroughly tested, using the Requirements Traceability Matrix (RTM) as a reference.

    Support the development of UAT scenarios and validate that all business requirements are met during the testing phase.

    1. Documentation and Reporting:

    Develop and maintain comprehensive documentation, including Business Requirements Documents (BRD) and Requirements Traceability Matrices (RTM).

    Produce regular reports and updates for stakeholders, including status reports, development reports, and retrospective summaries.

    Qualifications

    Minimum of five (5) years of experience in business analysis, financial modeling, and market analysis.

    Minimum of two (2) years serving as leading small requirements teams.

    Bachelor's degree in Business Administration, Finance, Economics, or a related field.

    Strong analytical skills with the ability to interpret complex data and provide actionable insights.

    Excellent communication and presentation skills, with the ability to convey complex information clearly.

    Strong problem-solving skills with a keen attention to detail.

    Experience with data visualization tools and business intelligence software is a plus.

    Ability to work independently and as part of a team in a fast-paced environment.

    Preferred Qualifications

    BVA or VBMS Experience

    Disability Appeals Claim or Court Management System

    BPMN, HCD and JIRA/Agile

    The pay for this position ranges from $67-74/hr with a conversion salary of $140-150k a year depending on years of experience.
