The Lead Evaluator is responsible for leading the statewide administration of multi-source evaluations, utilizing comprehensive mixed-method approaches. These efforts work to evaluate County, Tribal Nation, and Managed Care organizations administration of HCBS programs and performance with key outcome-based measures. In addition, the Lead Evaluator represents the Lead Agency Review team in cross agency efforts on long term care policy, strategic planning, federal reporting, and legislation needs.
Developing, executing, and revising the Lead Agency Review business Plan to ensure Aging & Disability Services Administration (ADSA) goals and priorities are met
Leading the statewide administration of multi-source evaluations utilizing comprehensive mixed method approaches to determine Lead Agency technical compliance and performance with key outcome measures
Serving as a technical resource consultant to ADSA business units, management, other divisions, and state agencies in defining and operationalizing measures that align with federal reporting obligations
Identifying lead agency training, communication, and technical assistance needs and collaborating with partners across the administration to aide in the development of a strategic response to build capacity and support an integrated system
Specifically, the incumbent's scope of work includes the following HCBS programs:
Community Alternative Care (CAC) waiver
Community Alternatives for Disabled Individuals (CADI) waiver
Brain Injury (BI) waiver
Developmental Disabilities (DD Waiver)
Elderly Waiver (EW)
Alternative Care (AC) program
Home care programs
Minimum Qualifications
3 years professional experience developing, administering, and maintaining protocols used for program evaluation or similar reviews, for the assessment of compliance with state and federal requirements.
Experience with federal and state policies, regulations, and laws impacting the administration of HCBS programs including Medical Assistance, home health care programs, HCBS waivers (CAC, CADI, BI, DD, EW, AC) and other consumer directed services and supports
Ability to develop, implement, and evaluate administrative and operational processes
Strong analytical ability to synthesize common themes from data to draw conclusions on performance in the administration of HCBS programs
Ability to communicate complex data analysis and write technical reports, conveying information clearly and concisely
Bachelor's degree in Social Work, Human Services, Public Health, Public Policy, or related field may substitute for 1 year of professional experience OR Master's degree in Social Work, Human Services, Public Health, Public Policy, or related field may substitute for 2 years of experience.
Preferred Qualifications
Experience providing feedback on suggested legislation and policy, program, and operational changes
Ability to communicate clearly and accountably in highly visible public situations
Expertise and an in-depth understanding of Minnesota's disability and aging populations, their need for long term care, emerging trends, and equitable access with those populations
Variety of experiences working effectively with others from different backgrounds and/or cultures
