Job Description
Your Team
As a member of the Land Development Team, and reporting to the Director of Development Services, the Construction Project Manager (CPM) is responsible for ensuring the on-time construction and delivery of residential projects, to include managing the grading and construction of residential and non-residential development phases, open spaces/parks, common/backbone infrastructure of the project, and all other related grading and construction processes necessary to create the project through final project closeout. The CPM will serve as the primary interface with and have direct oversight of contractors and vendors, and direct/regular interaction with municipal/local jurisdictional inspectors and project engineers throughout the grading and construction process. This will include, but not be limited to, ensuring that lots, development phases, and infrastructure are delivered in a substantially complete condition, to the satisfaction of the municipal/local jurisdiction and the project engineer, within the timeframe contemplated by the Company business plan, are ready to be sold or transferred to either external or internal builder partners. The CPM will also be responsible for ensuring that master developer landscaping is installed per approved plans, and all necessary jurisdictional close out procedures have been met.
Your Key Deliverables
Operations ?
In conjunction with all internal departments, the CPM is responsible for the production workflow and contractor management for day-to-day operations on a per project basis. Duties include, but are not limited to:
Direct and coordinate land development field operations for assigned master planned and/or multiple smaller projects over assigned geographic area
Establish and maintain schedules for specific land development field operations.
Manage and ensure implementation of pre-grading and pre-construction procedures (e.g., clearing and grubbing, SWPPP compliance, etc.)
Schedule and supervise survey crews and material testing, review material testing reports and testing data for conformity with all required municipal/local jurisdictional or district requirements
Coordinate and review franchise utilities design and installation related to land development construction
Procure necessary and accurate up-to-date site information during the construction and closeout process
Support trade bidding and contracting efforts, verify job-specific invoices and forward to administration for processing and approval
Negotiate, administer, and direct contractors in project construction to meet business plan budgets, construction milestones, and overall company goals
Work directly with municipal/local jurisdictions to manage and monitor all regulatory approvals necessary from construction commencement through completion or close out of a given project
Monitor budgets of all contractors and projects
Manage Contractors and project engineers (when appropriate) and other project consultants to ensure the final product is in alignment with Brookfield Objectives
Work independently, critically think, problem solve, and collaborate with both the municipal/local jurisdiction and the contractors when issues arise during the construction process to minimize cost or schedule disruptions
Anticipate potential issues in advance of them arising and to think outside-the-box to avoid or solve issues before they manifest themselves in the field.
Provide accurate, real-time updates on project status, costs and timelines for all projects under management
Coordinate with consultants, contractors, and municipal/local jurisdictions to obtain all necessary approvals and ultimate acceptance of the final facilities
Maintain a global view of the community, considering each decision's impact on the overall masterplan
Monitor, document and manage all safety related issues within the projects under management per OSHA guidelines
Ensure that contractors and vendors comply with all applicable OSHA, EPA, and Clean Water Act regulations
Monitor, document and manage all Environmental related issues within the projects under management per our SWPPP plans and guidelines
Ensure that the community from a health, safety, cleanliness, maintenance and livability, is operating per our goals and guidelines
Internal Reporting and Governance
Manage contractor performance in accordance with the business plan goals, budgets, scope of work, contract, and time frames
Develop and maintain positive relationships with consultants, contractors and municipal/local jurisdictions and initiate corrective actions and change, when required
Develop and maintain relationships between consultants to synchronize and deconflict concurrent projects
Develop and maintain positive relationships with regulatory authorities
Miscellaneous ?
Actively seek out and present cost and/or time savings opportunities for all projects
Present issues to the Director of Development Services with a focus on being solution-oriented
Regularly monitor, inspect, and ensure the maintenance of all construction site conditions, SWPPP BMPs, and, more broadly, the company's land holdings
Must Haves
Bachelors degree or diploma in Engineering, Construction Management, planning, Business or equivalent
3-5 years related experience
Desire to not only accomplish tasks but to continually improve upon processes
Proactive leader with strong decision-making skills
Excellent verbal and written communication skills
Strong relationship-building, negotiation, problem-solving, organizational, and reporting skills
Microsoft Suite Skills: Excel, Project, Word, PowerPoint
OSHA-10 or OSHA-30 desired but not mandatory, however completion of OSHA-30 will be a requirement with onboarding protocols
