The MNIT MDH team provides services for over 250+ applications and delivers the information technology to drive one of the leading public health systems in the nation. You will support an agency that works to protect, maintain, and improve the health of all Minnesotans.

    As the IT Advanced Project Manager, you will manage the development, enhancement or retirement of complex information technology & business area solutions, systems, processes and services delivered on a statewide basis.

    Your position will be the focal point for project and/or program initiation, planning, execution, control and closure using industry best practices for service/systems creation and development and generally accepted standards outlined in the Project Management Body of Knowledge (PMBOK) and by Minnesota IT Services. As the IT Advanced Project Manager, you will ensure quality and consistency across multiple projects in the use of project planning, scheduling, scope and risk management, status reporting, change control, issues resolution and other project management controls and practices. Your end goal is the successful delivery of projects in a consistent and documented manner.

    This position requires an employee to be onsite at the work location 1 - 3 days per week per week, depending on projects :

    • Telework (~~~) for Minnesota IT Services allows an employee to perform work from a telework location and an employee may be required to be in the office based on business needs and other dependencies in St. Paul, Minnesota.

    • Only candidates located in Minnesota and bordering states (Iowa, North Dakota, South Dakota, or Wisconsin) are telework eligible.

    This position requires a minimum of four (4) years of experience in performing IT project management functions.

    Experience must include

    • Project planning, scheduling, scope, and risk management, status reporting, change control, issues and resolution.

    • Managing a software development project using the Agile Methodology.

    • Knowledge of the Project Management industry best practices for service/systems creation and development and generally accepted standards outlined in the Project Management Body of Knowledge (PMBoK).

    • Knowledge of the System Development Life Cycle (SDLC).

    • Ability to deliver effective verbal or written messages that facilitate a mutual understanding on both parties.

    • Customer service skills that include active listening, empathy, and problem-solving.

    A master's degree in Information Technology or an IT related field substitutes for three (3) years of experience, OR an IT related bachelor's degree substitutes for two (2) years, OR an IT related associate's degree substitutes for one (1) year.

    Preferred Qualifications

    • A minimum of 2 years' experience managing a software development project using the Agile Methodology

    • The ability to handle numerous projects, prioritize, delegate, and escalate appropriately.

    • Experience with technologies that span the complete spectrum of IT systems, solutions and processes to support, and enhance foundation infrastructure, services, business systems and enterprise software applications.

    • Experience with delivering custom developed systems for the business, implementing Custom Off the Shelf (COTS) solutions and Software as a Service (SaaS) solutions for the business.

    • Experience with creating procurement documents and contract initiation and management.

    • Ability to work with a diverse team, resolve interpersonal conflict, motivate and develop team members, and influence stakeholders and key decision-makers.

    • Project Management Professional Certification and Certified Scrum Master Certification
