This position exists to investigate public sector unfair labor practices (ULP) under the Public Employment Relations Board's jurisdiction pursuant to the Public Employment Labor Relations Act (PELRA, Minn. Stat. §§ 179A.01 - 179A.60).
This position manages complex cases and serves as a point of contact for parties, Board members, and staff on issues related to PELRA and unfair labor practice charges. This position works closely with the PERB Executive Director/General Counsel and Board members in analyzing and interpreting statutes, recommending actions, as well as developing and implementing Board policy and decisions in the areas of ULP cases. This position will 1) manage and conduct complex ULP charge investigations; 2) respond to inquiries related to filing a ULP charge and technical assistance; and 3) support overall agency neutrality, effectiveness, and results .
PERB stakeholders include public sector unions and their representatives, public sector employers and their representatives, public sector employees, members of the labor relations community, public officials, and members of the public.
Minimum Qualifications
For proper evaluation, ensure that your resume clearly describes your experience in the areas listed and indicates the beginning and ending month and year for each job held or degree listed.
Three years of experience performing legal analysis, investigations, or closely related experience in the labor relations field.
Strong research skills, written and verbal communication skills, and attention to detail to support PERB decision making and effectiveness.
Proficiency with Microsoft Word, Teams, and Excel.
Organizational and project management skills sufficient to manage several investigations and inquiries at various stages.
Knowledge and or experience with legal research and investigation strategies and tools necessary to conduct complex investigations including skills to effectively communicate and elicit information from parties.
Ability to identify legally relevant facts and apply relevant law to facts.
Skills to provide prompt, complete, and accurate information to parties and other stakeholders in person, on the phone, and through e-mail or other written correspondence.
Preferred Qualifications
Juris Doctorate degree.
Knowledge and/or experience working with labor relations as an attorney, union/employee representative, or HR/employer representative.
Knowledge and/or experience working with PELRA or the National Labor Relations Act (NLRA).
Knowledge and/or experience working with Minnesota Government Data Practices Act.
Experience with case management software/systems.
