    This position exists to manage and lead a division of 4 advanced level Internal Auditors. The work will focus on the agency's internal control framework to include grant management and contracts. This requires a deep understanding of state and federal programs administered by the agency (such as Medicaid and Housing), and the complex regulations involved in managing these programs.

    This position will be responsible for:

    • Planning (establishing objectives), implementing, and evaluating (establishing priorities) projects that address identified risks and determine if key processes have adequate and effective internal controls.

    • Planning, implementing, and evaluating the budget and funding necessary to meet the division's needs.

    • Oversees four experienced audit staff as they plan, schedule, coordinate, review and implement the Department's Grant and contract audit activities to include grant manager performance, vendor compliance with the terms of contracts, financial/compliance audits, management/performance audits, internal control assessments, compliance related consulting services, and investigative special reviews.

    • Reporting these activities to management on a periodic basis.

    Minimum Qualifications

    Demonstrated leadership experience*

    *Leadership experience can include:

    • Experience as a supervisor, lead worker, team lead, project lead;

    • Completion of a State of Minnesota leadership program (e.g. ELI, L4);

    • A paid/unpaid position leading a program or chairing a committee (e.g. ERG) - experience must include:

    o 1+ year of experience identifying issues, goals and strategic actions

    o 100+ hours per year time commitment

    AND

    Four (4) years of professional work experience in managing audits demonstrating the following:

    • Broad and extensive knowledge of Generally Accepted Accounting Principles (GAAP), including pronouncements of the Governmental Accounting Standards Board (GASB)

    • Broad and extensive knowledge of Generally Accepted Auditing Standards (GAAS) and Government Auditing Standards (GAS)

    Preferred Qualifications

    • Communicating clearly, concisely, and effectively through various mediums (written, oral, and/or visual), to various levels of support staff and management, and to both small and large groups.

    • Participation in professional organizations (ex. Institute of Internal Audits chapter).

    • Variety of experiences working effectively with others from different backgrounds and cultures.
