  • Overview

    Worker Safety & Health (WS&H) as a part of the PNNL Operational Systems Directorate is this safety culture integrator position. The WS&H group manages the worker safety and health programs as directed through 10 CFR 851, DOE orders, directives, guidance and standards, and contractual requirements. These programs also include the framework of PNNLs Integrated Safety Management System (ISMS) in accordance with the DOE Acquisition Regulation clause, "Integration of Environment, Safety, and Health into Work Planning and Execution (Dec 2000)" and addresses overall company performance evaluation and continuous improvement by continuing as a Voluntary Protection Program (VPP) Star Site. The subject matter expert for ISMS-VPP reports to the WS&H group and supports all PNNL directorates through the development of effective technical or programmatic solutions for safety culture enhancement and sustainability. The incumbent will investigate, analyze, determine solutions to problems, and provide guidance to co-workers and management regarding specific Organizational Performance Improvement (OPI) related process applications. In addition, this scope will provide operational and technical support in OPI areas such as work planning and control, HPI, contractor assurance, procedures, and safety culture. Specific responsibilities may include support in the areas of OPI assessments and corrective action development, improvement plans, causal analysis, and performance metrics.

    Responsibilities

    • Ensure ISMS Principles are incorporated into organization's activities.

    • Interface with management to set guidelines and expectations for Subject Matter Experts (SMEs) to include training, performance of SME role, and turnover of responsibilities.

    • Independently prepare and present Safety Culture assessment results, key performance indicator metrics and overall program health to executive-level management.

    • Provide technical guidance on problem resolution by assessing atypical complex issues.

    • Support/maintain a safety culture program that is compliant and consistent with DOE requirements and best practices.

    • Work independently to ensure adherence to applicable technical policies and guidelines.

    • Implementation of safety culture related employee surveys

    • Conduct internal safety culture related assessments.

    • Serve as POC for external assessments by facilitating and managing all aspects of the external assessment activity, with only consultative guidance.

    • Facilitate ISM POMC initiatives by leading the effort to elicit management input, compile, submit, and document closure.

    • Ownership and control for the safety culture improvement plan/strategy.

    • Implementation of safety culture related improvements to institutionalize and reinforce program elements and ISMS expectations.

    • Develop measures for determining overall program compliance, conduct investigations where necessary and conduct audits of performance to determine effectiveness.

    • Generation and use of safety culture related performance indicators.

    • Ownership, facilitation, and active participation of various recurring meetings/panels with internal and external attendees, including representatives from DOE complex-wide contractors, DOE PNSO and DOE Headquarters.

    • Conduct diverse technically challenging assignments, frequently taking a leadership role in resolving and closing issues.

    • Facilitate and participate in cross functional organizational teams.

    • Ensure effective safety culture related training.

    Prepare and conduct safety culture related training sessions with employees, managers, new hires, and make business presentations when required.

    Qualifications

    Minimum Qualifications

    • BS/BA and 9+ years of relevant work experience -OR-

    • MS/MA and 7+ years of relevant work experience

    Preferred Qualifications

    • Familiarity with DOE ISMS core functions and guiding principles.

    • Holds a certificate in safety, industrial hygiene, or human performance improvement.

    • Familiarity with VPP tenets.
