This position exists to execute the responsibilities of the Commissioner of Human Services, pursuant to the provisions of the Human Services Licensing Act (HSLA), the Maltreatment of Minors Act (MOMA), and the Vulnerable Adults Act (VAA). Individuals in this position protect the health, safety, and welfare of children and vulnerable adults through receiving maltreatment and licensing complaints via telephone or email and processing those complaints through internal electronic databases. These complaints involve a wide range of licensed services. These services are licensed by the Department of Human Services, or in some instances the Department of Corrections, and include: child care centers; adult foster care; children's residential facilities; and residential and day treatment services for substance use, mental health, or developmental disabilities.
The individual in this position exercises independent judgement in the application of agency and unit protocols in order to provide a high level of customer services to both internal and external stakeholders, including other Government Agencies, while maintaining compliance with data practice requirements. Additionally, the individual in this position recommends changes to unit protocols in accordance with established goals and objectives of the Licensing Division.
Minimum Qualifications

Two (2) years of experience receiving, processing, or analyzing reports working with, or in, licensed programs.
Enter data and process information into computer databases and/or systems.
Research and summarize information obtained in these systems.
Answer phones and document conversation.
Basic knowledge of the different licensing functions and services.
Basic Knowledge of what constitutes maltreatment of a vulnerable adult or children.
Preferred Qualifications
Basic knowledge of administrative, civil and criminal law affecting the licensing and investigative function.
Clear and effective oral and written communication.
Ability to work effectively with a wide range of persons, including callers who may be distraught, demanding, or angry.
Highly effective organization, time management, and prioritization skills to manage the ever-changing work of the unit, ensure statutory deadlines are met, complete work tasks, and reassign work within the unit as needed.
Ability to perform in a professional manner consistent with standards appropriate to employees representing the State of Minnesota, and Department of Human Services (DHS) Division of Licensing.
Working knowledge of office machines and equipment such as computers and other data processing equipment sufficient to use them and/or analyze their effectiveness in gathering and compiling information.
Variety of experiences working effectively with others from different backgrounds and cultures.
