This is a temporary position anticipated to last three (3) years.
This position directs and manages a statewide approach to the Department of Corrections' (DOC) programs and initiatives in providing alternatives to incarceration for supervision clients in violation of conditions of release. This position designs strategies, guides, coordinates and networks with various other government and community organizations whose resources or services impact successful release interventions and support; identifies, manages and finds solutions to reentry issues that affect available services and resources which would positively reintegrate clients; and develops, awards and monitors grants and contracts awarded to government and community organizations in delivering interventions. This position also provides program direction and supervises staff associated with the Opportunity for Change (O4C) Program.
To promote a culture of flexibility, we offer staff a hybrid work environment that varies by team, position, and business needs. This position is eligible to telework up to 20 hours per week. Completion of a telework agreement will be required. Teleworking employees are required to live in Minnesota or a bordering state in a county along the Minnesota state line.
Minimum Qualifications
To be qualified for and considered for this position, applicants must meet all of the minimum qualifications listed below. Ensure that your resume contains descriptions of your work experiences sufficient for comparison against the requirements stated below and indicate the beginning and ending month and year for each job held.
Four (4)years of experience with clients from a diverse background in the fields of corrections, social work, social services, education, chemical dependency, mental health, residential treatment, or related field.(NOTE:A Doctorate degree may substitute for two (2) years of experience; Master's degree may substitute for eighteen (18) months of experience; Bachelor's degree may substitute for one (1) year of experience; Associate's degree may substitute for six months (6) of experience.)
Demonstrated leadership experience. Leadership experience can include experience as a supervisor, lead worker, team lead, project lead, or completion of a State of Minnesota leadership program (e.g. ELI or SLI), or comparable leadership program.
Knowledge of human resources principles, procedures and systems sufficient to manage and maintain a harmonious labor relations environment in accordance with collective bargaining and affirmative action/equal opportunity policies.
Written and oral communication skills sufficient to relay sensitive information to staff, the public, law enforcement agencies, attorneys, incarcerated individuals, and other state agencies and; to elicit cooperation from staff and incarcerated individuals to resolve difficult and potentially dangerous situations affecting safety and security.
Human relation and conflict resolution skills sufficient to effectively solve problems in a manner that is sensitive to organizational structures, cultures, as well as the needs of groups and individuals; and to elicit cooperation from staff and incarcerated individuals to resolve difficult and potentially dangerous situations affecting safety and security.
Preferred Qualifications
The following qualifications are strongly desired of applicants seeking consideration for this position:
Completion of a degree in Corrections, Criminal Justice, Criminology, Counseling, Counseling Psychology, Education, Law, Law Enforcement, Psychology, Social Work, Sociology or a Human Services related field with an emphasis in corrections/criminal justice.
Two (2) years or more of supervisory experience in a correctional environment with experience in designing, implementing and evaluating the effectiveness of programs.
Supervisory experience directing client/resident living units or corrections program services/activities/security sufficient to plan, organize and direct the work of subordinates in a correctional setting.
Experience in committee and/or project leadership/management.
Training or experience in Evidence Based Practices (EBP) designed to reduce criminal thinking and behaviors
Experience in designing, implementing, and evaluating the effectiveness of correctional programs, which provide a direct service to and interaction with incarcerated individuals and includes program/service management.
Experience in designing, implementing and evaluating the effectiveness of processes, practices and policies.

Additional Requirements
The selection process may include screening the top candidate(s) on their criminal history, predatory offender registration, offender associations and/or other applicable background information in accordance with Department of Corrections' policy. Top candidate(s) must pass a criminal history check which includes successful completion of all sentencing and/or restitution requirements of law enforcement jurisdictions, including probation.
Employment history/reference checks, including incidents of sexual harassment, will also be conducted on the top candidate(s) in accordance with Department of Corrections' policy. This may include a review of job performance and discipline records.
New employees will be fingerprinted within the first 30 days of employment.
