  • Overview

    Worker Safety & Health (WS&H) as a part of the PNNL Operational Systems Directorate is hiring a program manager for the Human Research Protections Program (HRPP). The WS&H group manages the worker safety and health programs as directed through 10 CFR 851, DOE orders, directives, guidance and standards, and contractual requirements. The subject matter expert for HRPP reports to the WS&H group and partners with the Office of Research Integrity (ORI) to facilitate Institutional Review Board (IRB) review and approval of research projects involving humans, data about humans, and human biological materials. The HRPP supports all PNNL directorates through collaboration with the research community to maintain an ethical and compliant research program. The candidate will be expected to collaborate with key stakeholders in the form of program managers, supervisors, staff, and leadership to identify potential human subjects research within the organization. The role is also expected to interface with the Pacific Northwest Site Office, the DOE IRB, and other external partners as required. The candidate will also be expected to work closely with other WS&H subject matter experts performing investigations, assessments, and developing procedures and collaborate with the PNNL Human Performance Improvement (HPI) Subject Matter Expert to identify potential human error-likely situations and develop strategies to eliminate or decrease associated negative impacts as much as is practicable in accordance with the DOE HPI handbooks.

    Responsibilities

    • Maintain a high level of expertise regarding regulations, legal decisions, and trends in human research and including requirements unique to DOE.

    • Conduct strategic analysis and long-term planning for the HRPP, including analyzing the types of human research expected to take place within the scope of PNNLs research mission, and modifying the

    • HRPP to accommodate emerging research trends.

    • Screen proposals, statements of work, and inquiries to determine and document if research activities are human research or human terrain mapping.

    • Coordinate training for researchers, IRB members and, Institutional Official and review periodically and revise as needed.

    • Provide for efficient and accurate review processing support and documentation for all submissions.

    • Determine the level and type of regulatory review required and maintain HRPP records.

    • Coordinate IRB approvals with external parties for work involving university sponsors, subcontractors, government sponsors with special requirements, or multi-site research.

    • Facilitate communication of changes as required by policy to DOE-SC and PNNL Office of Research Integrity.

    • Facilitate external program assessments of HRPP.

    • Prepare reports and statistics on HRPP operations and performance on a regular basis for internal and external stakeholders.

    • Coordinate between DOE-SC, DOE-IN, PNNL PMODs, and investigators regarding classified and human terrain mapping studies.

    Qualifications

    Minimum Qualifications

    • BS/BA and 7+ years of relevant work experience -OR-

    • MS/MA and 5+ years of relevant work experience

    Preferred Qualifications

    • Certified IRB Professional (CIP).

    • Experience with 45 CFR 46, known as the Common Rule and/or DOE Order 443.1c.

    • Experience with interpreting regulatory compliance programs.

    • HPI Certification - Certified Human Performance Technologist

    Additional Information

    This position requires the ability to obtain and maintain a federal security clearance.

    Testing Designated Position

    This position is a Testing Designated Position (TDP). The candidate selected for this position will be subject to pre-employment and random drug testing for illegal drugs, including marijuana, consistent with the Controlled Substances Act and the PNNL Workplace Substance Abuse Program.

To obtain this credential, new employees must successfully complete and pass a Federal Tier 1 background check investigation. This investigation includes a declaration of illegal drug activities, including use, supply, possession, or manufacture within the last year. This includes marijuana and cannabis derivatives, which are still considered illegal under federal law, regardless of state laws.
