JOB SUMMARYPerform work of moderate difficulty in Geographic Information System (GIS) and other mapping software. Review technical documents for processing and implementing complex splits, combinations and subdivisions for the Assessor's Office. Draw, edit and update mapping functions with the GIS database under minimal supervision.

TYPICAL CLASSIFICATION ESSENTIAL DUTIES:- Review and process technical documents describing real property, boundaries, and ownership. Assign parcel numbers for tax assessments within GIS database.
- Review and verify ownership and subdivision information for complex parcels, implement parcel splits, combinations, and legal acreage changes, and update GIS database using AutoCAD and other specialized applications.
- Review and research property information from developers and engineering companies, verify property descriptions and spatial reference points with County's GIS control points, and edit and convert client files to the County GIS format.
- Create and update clear and accurate property descriptions for Assessor parcels.
- Produce traverse files from legal descriptions; transfer files into the GIS database to establish parcel boundaries and update attributes within the parcel fabric.
- Track technical documents and analyze impact on Assessor's codes and records. Implement any identified changes into the GIS database layers.
- Create and export shapefiles from the GIS database.
- Review technical documents, deeds, and other records to update ownership and to evaluate data quality.
- Research and create custom maps utilizing the GIS database upon request.
- Update and maintain the GIS database according to policies and procedures.
- Correct data and make revisions in response to changes and additional data sets integrated into the GIS database.
- Meet with County leadership and developers to advise and coordinate on complex property development projects.
- Lead GIS Cartography Specialists, Cartography Technicians, and assist other staff with complex research issues and inquiries.
- Assist clients, other agencies and the general public in obtaining information.
- Interpret field notes, legal descriptions, and survey symbols for researching, identifying and verifying complex parcel information.
- Perform quality control checks to assure data integrity; edit and refine GIS data as assigned.
- May act in place of the GIS Cartography Manager in their absence.
- To promote and adhere to the workplace values of accountability, commitment, and teamwork to help enrich lives beyond expectation.
- Maintain absolute confidentiality of work-related issues, customer records and restricted County information.
- Perform other related duties as required.
POSITION SPECIFIC DUTIES: Minimum RequirementsMINIMUM REQUIREMENTS TO PERFORM WORK: - Associate's degree in Engineering, Cartography, Computer Science, or related field.
- Three (3) years of experience working with geographic information systems.
- Or an equivalent combination of relevant education and/or experience may substitute for the minimum requirements.
Preferred Qualifications- Valid Arizona Driver's License within 30 days of hire.
Supplemental InformationKnowledge, Skills and Abilities: - Knowledge of basic and complex concepts of surveying and mapping.
- Knowledge of principles and techniques of Geographic Information System (GIS) and AutoCAD software.
- Knowledge of principles of record keeping and records management.
- Knowledge of basic office equipment, techniques, and quality standards.
- Skill in using GIS software programs and other specialized application software.
- Skill in researching parcel information, title research and performing accurate data entry and mathematical calculations.
- Skill in reading and understanding geographic and technical information in a variety of data formats.
- Skill in professional writing techniques including grammar, punctuation, and typing.
- Ability to provide effective customer service and deal tactfully and courteously with the public.
- Ability to lead and train other department staff.
- Ability to think critically and analyze information from a variety of data sources.
- Ability to coordinate with County leadership and developers on complex property development projects.
- Ability to perform analytical research on complex legal descriptions, chain of titles, multiple property transactions, and associated deeds to complete parcel transactions.
- Ability to provide effective customer service and deal tactfully and courteously with the public.
PHYSICAL DEMANDS:The work is light and requires exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force to move objects. The work also requires the ability to finger, grasp, handle, reach, kneel, lift, pull, stoop, perform repetitive motion, hear, speak, and demonstrate mental and visual acuity.
