    The Fiscal Policy Supervisor will supervise the development and administration of fiscal policy within the Disability Services Division. The position is responsible for identifying, planning and organizing the fiscal policy team's work.

    Job Responsibilities Include

    • Identify, plan and organize the fiscal policy team's work including but not limited to operation and adaptation of the statewide disability waiver rates system, access to disability waivers from waiting lists, operation and adaptation of individualized recipient budgets, and controlling growth of statewide foster care capacity.

    • Hiring and supervising fiscal policy staff, assigning work to staff, for monitoring completion of work, and developing staff capabilities.

    • Assist with the division's legislative processes including development of legislative proposals and analyses of legislation.

    • In partnership with CSA/DSD management, assist with the division's legislative process, including the development and coordination of division legislative initiatives and analyses of legislative proposals

    Minimum Qualifications

    Demonstrated leadership experience*

    *Leadership experience can include:

    Experience as a supervisor, leadworker, team lead, project lead;

    Completion of a State of Minnesota leadership program (e.g. ELI, L4);

    A paid/unpaid position leading a program or chairing a committee (e.g. ERG) - experience must include:

    • 1+ year of experience identifying issues, goals and strategic actions

    • 100+ hours per year time commitment

    AND

    4 years of specialized professional work experience in State health or community supports administrative financial operations.

    Experience must demonstrate the following

    • Minnesota health and community supports programs, systems, financing, coverage, and administrative operations; related state programs/supports and federal programs (e.g., Medicare, Medicaid), regulations, and reporting requirements

    • Principles of leadership, program management, and systems change sufficient to lead and mentor internal and external staff and teams

    • Current fiscal policy, such as the disability waiver rate methodologies (DWRS) that are essential to providing home and community-based services

    Preferred Qualifications

    • Knowledge of Organizational change management and systems change strategies and applications

    • Knowledge of The legislative process, state government, and DHS policies, procedures, processes, laws, and rules

    • Knowledge of Information systems, such as MMIS, that support Minnesota's health and community supports programs

    • Variety of experiences working effectively with others from different backgrounds and/or cultures
