Finance Budget Specialist
GENERAL DUTIES
Coordinates budget matters for a program or department under management direction.
Plans and develops annual budgets under direction; administers allocation and reconciliation of funds
Prepares budget analyses and produces forecasting projections
Analyzes spending, income trends and usage to recommend improvements
Ensures that final, approved budget is adhered to by tracking revenues and expenses; processes budget transfers and adjustments
Provides fiscal reports and financial statements to management
Supports supervisor with budget administration to meet department goals and objectives
May supervise subordinate staff
Performs related duties as assigned.

CAMPUS SPECIFIC INFORMATION
Reporting directly to the Director of Student Development and Leadership, the Finance Budget Specialist is responsible for the effective processing of the student activity fee collected on behalf of the College Association. The individual will provide administrative support, leadership, managerial and fiduciary oversight to the College Association Board, committees and its student allocating bodies.
In addition to the CUNY Title Overview, the Finance Budget Specialist duties include, but are not limited to, the following:
Prepare and upload files into CUNYfirst for various Non-Tax Levy Business Units
Review and ensure that month-end, quarterly, mid-year and year-end closings conducted by staff members are accurate and complete
Assist with organizing annual audits, preparing and reviewing audit procedures, monitoring audit progress, and reviewing and reconciling report
Oversee the bank reconciliations of multiple bank accounts and report to CUNY banking information based on deadlines
Assist the Director in the review and management of all budgetary and personnel matters, including preparation of budgets, reports, and recommendations
Prepare and provide financial reports and records relating to the College Association Board
Coordinate and maintain all fiscal aspects of grant implementation, contract invoicing or funds management, and financial reporting
Liaise with the Business and Budget Offices, college administrative offices and student community
Serve as recording secretary to the Queens College Association Board and associated committees, and maintain all official files
Train student leaders in the areas of budget preparation, budget management, Queens College Association, OSDL and CUNY policies and procedures
Oversee clubs and allocating bodies paperwork to ensure complete and accurate submissions
Compile the data necessary to complete Tax Forms (1099) for College Association and Committee for Disabled Students
MINIMUM QUALIFICATIONS
Bachelor's degree and four years' related experience required.
OTHER QUALIFICATIONS
Generally Accepted Accounting Principles and Governmental Accounting Principles (GASB rules).
Knowledge of the Financial Edge software strongly preferred
Attention to details and ability to work in a fast-paced environment while managing multiple priorities.
Experience working with and advising student clubs and organizations
Must have strong organizational skills with the ability to set priorities, manage multiple demands and meet deadlines
Ability to work independently as well as working collaboratively in a demanding and complex work environment
Strong oral, written, interpersonal communication and customer service skills
Additionally, the successful candidate must demonstrate the ability to motivate and work with student staff
COMPENSATION
$52,267 - $79,188 Salary commensurate with education and experience.
