This position will lead and oversee the functions of program evaluation, data collection and management, reporting, and continuous quality improvement for statewide home visiting programs funded by MDH. This is accomplished by supervising and providing direction to staff and contractors that specialize in research, evaluation, data science, and quality improvement. This position leads the development and implementation of a research and evaluation framework, procedures, and methodology to ensure appropriate research and evaluation design, statistical analysis and reporting of program evaluation data for MDH home visiting programs. This position oversees and takes the lead on coordinating research and evaluation initiatives with key partners, including relevant MDH divisions, state agencies involved in the early childhood system, the University of Minnesota, home visiting model developers, and other early childhood partners. The position leads the preparation and dissemination of reports and other information products to share data, research, and program evaluation results with home visiting grantees, key stakeholders and the public. This position also manages the administration of MDH's Maternal, Infant, and Early Childhood Home Visiting (MIECHV) grant award, in coordination with FHV Section leadership and finance staff, assuring that grant funds are administered in accordance with federal and state requirements.
Lead, supervise, and support the work of staff in the Family Home Visiting Evaluation Unit in accordance with state policy and labor agreement contracts so that staff effectively perform assigned job duties and section objectives.
Plan, direct, and oversee data collection, evaluation, and continuous quality improvement activities for the Family Home Visiting Section, including development and revision of evaluation and performance measures, planning and implementation of data collection systems, and assurance of data quality and security.
Plan, direct, and oversee Family Home Visiting reporting and data dissemination activities to support internal decision making, grant management, and quality improvement, and ensure that state and federal reporting requirements are met, and grantees and other external partners have access to timely and relevant information.
Manage the administration of MDH's Maternal, Infant, and Early Childhood Home Visiting (MIECHV) grant award, in coordination with FHV Section leadership and finance staff, assuring that grant funds are administered in accordance with federal and state requirements.
Direct and conduct administrative activities for the unit including assuring that all state and federal requirements are met, that quality improvement is promoted throughout the unit, that appropriate fiscal controls are in place, and that unit policies and procedures are adhered to so that the unit is efficiently and effectively managed.
This position is eligible for telework applicants who reside in Minnesota, Wisconsin, Iowa, North Dakota, or South Dakota. Position locations will be determined by the top candidate and will be based out of one of the following MDH district office locations: St. Paul, St. Cloud, Duluth, Rochester, Marshall, Mankato, Bemidji, or Fergus Falls. Reimbursement for authorized business travel expenses is provided according to bargaining unit guidelines.
Minimum Qualifications

Four (4) years of experience in a comprehensive health program with health informatics responsibilities and demonstrated leadership experience. Leadership experience can include:
Experience as a supervisor, lead worker, team lead, or project lead.
Completion of a State of Minnesota leadership program.
Completion of a similar or equivalent leadership development program through another organization.
A paid or unpaid position leading a program or chairing a committee, such as an Employee Resource Group (ERG). This experience must include 1+ years identifying issues, goals, and strategic actions, AND a time commitment of 100+ hours per year.Minimum qualifications to be assessed during the interview process:
Knowledge of principles of supervision and management and demonstrated ability to effectively employ these principles
Knowledge of program design, implementation, data collection, measurement, evaluation, and continuous quality improvement.
Knowledge of state and federal laws, as well as state and agency policies and procedures pertaining to data practices, data security, and data protection.
Knowledge of federal grant management and the ability to manage grants, projects, budgets, and contracts.
Quantitative skills to analyze and interpret data and the ability to lead the development, implementation, and maintenance of data collection systems.
Ability to prepare reports, create technical documents, write grants and contracts, prepare and deliver presentations and trainings, and effectively present data to a wide variety of audiences.
A related associate degree may be substituted for six (6) months of experience. A related bachelor's degree may be substituted for one (1) year of experience. A related master's degree may be substituted for one and a half (1.5) years of experience. A related doctorate degree may be substituted for two (2) years of experience.
Preferred Qualifications
Degree in Data Science, Epidemiology, Public Health, Early Education, Psychology/Sociology, Public Policy, Health Policy, Health Services Research, Health Information Sciences, Computer Science, Information Technology, Public Health Informatics, Statistics, or closely related field.
Comprehensive knowledge of working with public health and health care electronic data exchange.
Experience conducting and/or supporting informatics projects including scientific investigations or data management.
Experience performing senior level public health informatics work.
Additional Requirements
Must successfully pass a background and reference check.
This employment does not require a valid driver's license, but it does demand occasional travel which the candidate will be responsible for meeting.
