    Summary:

    The Executive Director, One Penn Radiology (OPR) will have overall responsibility across the system for successful development implementation and advancement of coordinated and integrated operational, strategic, financial and programmatic efforts of the Radiology enterprise. Collaborate with Radiology operational teams and entity leaders to ensure that resource requests are aligned with strategic priorities and are ultimately delivered on time and on budget.

    The core responsibilities will be:

    • Provide administrative leadership for One Penn Radiology, which serves as the governing body of the Radiology enterprise across the Penn Medicine, overseeing the coordination of outpatient and inpatient Radiology services and includes the Department of Radiology academic programs.

    • Lead the development of coordinated regional strategies, growth of the clinical enterprise, network affiliations, as well as the integration of programs across all Penn Medicine Entities (and their respective satellites) to include: Hospital of the University of Pennsylvania, Lancaster General Health, Princeton Medicine Princeton Health, DCR, Penn Presbyterian medical Center, Pennsylvania Hospital, Chester County Hospital, Clinical Care Associates and the Clinical Practices of the University of Pennsylvania.

    • Provide strategic direction and priorities for the array of clinical, financial, administrative and academic operations and environment to support clinical and administrative functions for Radiology at all entities of the health system.

    • The Executive Director will work with the Chair of Radiology and OPR leadership team to identify and establish priorities annually, review metrics and monitor outcomes. OPR leaders will work together with entity administrative leaders and Radiology Directors to execute on strategic priorities.

    Accountabilities :

    • Serves as strategic partner to PMMG and hospital leadership to develop and achieve plans for financial performance, clinical quality, service excellence and patient centered priorities.

    • Collaborate with Radiology operational teams and entity leaders to ensure that resource requests are aligned with strategic priorities and are ultimately delivered on time and on budget.

    • Serves as strategic partner to PMMG and hospital leadership to develop and achieve plans for financial performance, clinical quality, service excellence and patient centered priorities.

    • Partner with OPR steering committee to assess new programs and innovations, in partnership with division/department administrative leaders.

    • Collaborate with entity financial leaders to provide data, information, assessment of programmatic requests.

    • Manage multiple projects to a high degree of quality.

    • Frame meetings and structure projects by identifying the issue/problem, outlining the project scope and facilitating the project team engagement and delivering final product(s).

    • Monitor and report on the progress of strategies, plans and initiatives.

    • Support the OPR Board and executive leadership team in decision-making and problem-solving and develop and maintain relationships with stakeholders, partners, and external organizations.

    • Participate on hospital and faculty practice leadership teams, work with the relevant Department Chairs, Division Chiefs, Department COOs, Executive Directors and leaders at other Entities to manage/negotiate the complex needs of various stakeholders across the Health System in realizing the strategic goals of OPR.

    Clinical Operations Oversight

    1. Optimize the advancement of integrated Radiology operations planning across the health system in collaboration with the COO for OPR.

    2. Ensure that OPR meets operating guidelines as established by the OPR steering committee. Using benchmarking and relevant market data, develop, advance and deploy appropriate dashboard and other management tools across all Radiology practices within the Health System, ensuring relevant adjustments as needed for various locations.

    3. Promote patient engagement and ensure a consistently outstanding experience for patients.

    4. Provide executive oversight for OPR Committees and administrative functions in the department of Radiology.

    5. Lead the advancement of innovative program development across specialties, leveraging technology and AI to improve efficiency and integration.

    6. Provide executive leadership in ensuring successful execution of quality, cost and process variation management with operations.

    Planning and Budgeting

    1. Partner with senior leaders to develop strategic growth, excellence, market differentiation and clinical priorities across the system.

    2. In partnership with senior leadership, lead the development of the annual capital and operating budgets for areas of responsibility and monitor financial performance.

    3. Work with Strategic Decision Support to develop and track progress of comprehensive Penn Medicine OPR business plan(s) - updated annually in accordance with Penn Medicine budget process.

    4. Manage and improve OPR activity along key performance metrics for related clinical subspecialties including volume growth, patient satisfaction, access, quality measures, service line profitability and staff and physician engagement scores.

    a) Working across the system, develop and administer annual incentive goals for eligible managers that include both inpatient and outpatient metrics.

    b) Lead, monitor, and report on progress for agreed upon annual goals and objectives for all OPR Committees and subcommittees.

    1. Coordinate with OPR leaders of the clinical programs to ensure that the Penn Medicine and OPR goals are achieved including the academic programs of the Department of Radiology.

    2. Participate in corporate supply chain initiatives to manage the introduction of new technologies and devices in a fiscally responsible manner, balancing our need to advance our clinical quality, our market position and our financial performance.

    3. Work annually with Executive Committee and steering committee to identify priorities, including recruitment, budgets, and development of new programs to ensure that planning is coordinated across departments and Health System Entities.

    Clinical Portfolio Growth

    1. Work with hospitals, physician leadership and Business Development teams to implement specific strategies for building clinical volume (IP and OP), market share, referrals and access management.

    2. Work with departments and administrators in other Entities to developing clinical faculty recruitment plans to meet and/or adjust for volume and financial pro forma on short and long term bases. Update long-term plans annually during budget process.

    3. Work with physician leaders, nursing leadership, other clinical and administrative leadership to ensure programmatic growth targets and quality goals are developed and achieved.

    OPR Oversight

    1. Identify and advance the OPR priorities for the health system and SOM in collaboration with hospital leadership, school leadership and clinical leaders.

    2. Define the strategy and approach to clinical alignment of different physician models, working with the physician leader of OPR.

    3. Coordinate integration of OPR related services across network affiliates/JV.

    4. Maintain knowledge and awareness of competitive regional environment and develop strategies to further Penn Medicine's position in the market.

    Marketing

    1. Coordinate the development of annual marketing plan, in collaboration with Chief Marketing Officer and marketing staff including internet strategies, consumer and physician marketing strategies, etc.

    2. Serve as key administrative representative for the Marketing Department to implement marketing campaigns, community outreach and other events specifically designed to enhance reputation and build utilization of Cancer Center and related services.

    3. Oversee development and implementation of physician conferences, mailings, meetings and programs designed to build and maintain relationships with external referring physicians, including coordination of CME and other regional and national educational events that promote Penn Medicine's leadership position of Radiology.

    Education or Equivalent Experience:

    • Bachelor of Arts or Science (Required)

    • And 10+ years Demonstrated progressive, relevant experience leading strategic and/or operational functions in radiology or related health care area with experience leading strategic, program or business planning efforts

    Or

    • Master of Arts or Science (Required)

    • And 8+ years Demonstrated progressive, relevant experience leading strategic planning and/or operations efforts in radiology or relatable area with experience leading strategic, program or business planning efforts

    • Ability to drive performance and lead through influence to ensure success; Self-directed with the ability to be agile

    Skills & Abilities continued:

    X Excellent written and verbal communication and presentation skills

    X Project management experience with demonstrated increase in responsibility and project complexity.

    X Strong project analysis, project management (multiple projects simultaneously), problem solving, brainstorming and planning silks required. Strong quantitative and analytical abilities are essential.

    X Strong organization skills and ability to break complex project plans into defined pieces. Able to deliver clear and concise product presentations and to write clearly and effectively.

    X Ability to analyze, diagnose, suggest and implement projects/strategies. X Must possess a comfort with ambiguity and be success-driven/results-oriented in a complex and fast paced work environment

    X Effective influencing, negotiation, relationship-building and communication (written and verbal) skills are essential with demonstrable sensitivity to communication in a complex environment, including ability to effectively and confidently interact with all levels of management and with physicians.

    X Strong business analytic skills, including working knowledge of healthcare industry, operations and information systems, and hospital and physician financial reimbursement.

    X Working knowledge and experience in database management is desirable. Familiarity with Power Point and experience in the creation of presentations

    X Strong knowledge of the healthcare industry as well as the economics, markets, and business drivers for individual programs as well as overall provider systems.

    X Experience in engaging care providers with varying roles, including clinical and non-clinical staff.
