Position Description
SUMMARY/PURPOSE:
Develop, implement, monitor and maintain sustainability programs for large Canadian campuses and properties. Manage projects, collaborate directly with clients, and work alongside a team of junior and senior environment and sustainability analysts in the pursuit of sustainable building initiatives. Experience with Life Cycle Assessment and Embodied Carbon is highly valued. Engage in sustainable or "green" building projects for both existing and new constructions, working with internal and external building design specialists.
Develop, implement, monitor and maintain an 14001 certified environmental management system (EMS) for large Canadian campuses and properties. Ensure harmonization between the ISO 9001 certified QMS and the ISO 14001 certified EMS. Ensure compliance with applicable laws and the EMS as well as achieving environmental objectives, including integrating greening opportunities, such as green procurement, GHG initiatives, etc.
Ensure compliance with all Serco Canada Inc. policies and procedures, including but not limited to Code of Conduct and Ethics, Serco Management System, PDR's, etc.
KEY RESPONSIBILITIES:
Lead project teams to develop tailored sustainability strategies and energy conservation measures. Meet or exceed existing and evolving Canada government priorities, sustainability-related goals, objectives, targets, requirements of applicable laws and Canada policies.
Coordinate the sustainability program with the Harmonized Management Systems (QMS and EMS) and continual improvement strategies
Develop and maintain a Project Sustainability Strategy including Project Sustainability Planning and Tracking Tool. Advance existing and evolving government socio-economic and environmental objectives, including sustainable, net-zero carbon and climate resilient operations for real property solutions and application to the delivery of services.
Ensure the Sustainability Program applies to all applicable managed assets and projects, and as required per the Placemat Baseline Greening Commitments and the Real Property Sustainability Handbook.
Integrate stakeholder feedback into the Sustainability Program, including Indigenous perspectives.
Integrate the Sustainability Program into delivery solutions for work at building and Portfolio levels and develop approaches, systems, processes, and capabilities that enable effective application of Sustainability to asset life-cycle management. Ensure short- and long-term costs and Benefits (including socio-ecological Benefits) of available options in developing a Best Value approach.
Obtain and maintain sustainability and wellness certifications and re-certifications for building operations and Projects (where applicable) using industry-recognized certification programs that meet or exceed Canada's commitments. Spearhead efforts to achieve various Green Building certifications (LEED, WELL, FitWell, BOMA BEST, Green Globes, ZCB). Conduct peer reviews of submittals for green building certification bodies (e.g., CaGBC, BOMA).
Deliver sustainable and climate resilient solutions to protect, conserve and restore biodiversity and the
Leverage assessments and evaluation techniques to prioritize development and proposal of sustainability services and initiatives for Portfolio Plans and BMPs.
Develop a socially responsible approach to the management of real property that supports transition to a sustainable, resilient and net-zero circular economy.
Make financially sound and affordable investments and coordinate investments, where applicable, with other planned work such as property mid-life rehabilitation programs.
Integrate and apply sustainable and circular economy criteria and Good Industry Practices in design, procurement, operations and maintenance, and end-of life management strategies, processes, procedures and tools.
Integrate Sustainability objectives, program requirements and performance management clauses into service delivery contracts.
Integrate evolving sustainability trends from government, industry and society to advance health and wellness strategies, drive culture change, conserve and restore biodiversity and the health of ecosystems, and leverage opportunities for community integration, including Indigenous perspectives.
Advance health and wellness strategies, supporting smart, adaptable and responsive workplaces that encourage occupant connections and productivity.
Develop and implement a Due Diligence Review Process to evaluate conformance and due diligence in meeting current and evolving Government Priorities, harmonized with the QMS and EMS,
Review, monitor and track performance on sustainability objectives and implement continuous improvement, in keeping with the requirements of the Canada Policies List, including but not limited to Greenhouse Gas (GHG) emissions, various categories of waste and plastics, embodied carbon, climate risks, water, biodiversity, project and building certifications. Implement approaches, processes and tools to evaluate, monitor and report on progress.
Review, monitor and track performance and projected changes that affect Sustainability targets and adapt the sustainability program for continuous improvement. Changes may include occupancy levels, Tenant operations, levels of service, building upgrades, operating procedures and schedules, new and evolving Government Priorities, policies and industry trends.
Harmonize the ISO-registered EMS with the QMS and through the QMS, address 1) non-compliances of the registered EMS as well as 2) non-compliance related to the management of aspects.
Develop and implement a Due Diligence Review (DDR) process that demonstrates due diligence towards achieving compliance and conformance to current and evolving requirements of Applicable Laws and the Canada Policies List to meet Canada's environment protection, custodial health and safety, sustainable development and greening responsibilities.
Leverage opportunities for community integration, supporting collaboration and building trusted partnerships within communities where the Custodian operates.

Accountable for selecting, developing, and managing a high-performance team of employees to achieve expected outcomes. This includes delegating appropriate deliverables to subordinate staff and direct reports and holding them accountable for delivery with formal and informal performance reviews and management tools. This includes assignment of overtime where necessary.
Accountable for key supplier relationships, collaboration with corporate groups and other external stakeholders.
Accountable for ensuring that Serco's interests are represented in joint partnerships or ventures.
Responsible for performance management of subordinate supervisors and employees, including authority to hire, initiate corrective action upon, terminate subordinate staff in line with HR approval model.
Proactively and frequently communicate with customer and applicable Serco departments re project status/any variation in originally projected scope/timeline/budget as well as how customer mandated changes impact original deliverable
Ensure all work orders associated with project are accurate and closed in a timely manner to allow for efficient billing and payment. · Responsible for the safety of all personnel, equipment, and facilities under the scope of this position, in accordance with Provincial, Federal, Serco and customer safety regulations and procedures. · Accountable for developing and tailoring plans to drive for results in the areas of safety, compliance, service delivery and cost. · Authority to stop work or service delivery for matters relating to EH&S and regulatory compliance risks.
Other related duties relevant to this position as may be required.
Comply with all regulations, policies and procedures pertaining to the operations including occupational health and safety, environmental, drug and alcohol, and quality.
When required, cross-train peer(s) to complete relevant tasks (e.g. vacation coverage, perform Acting duties.
Qualifications
EDUCATION /CERTIFICATIONS:
B.S. Degree and/or Diploma in Engineering, Construction Management, Architecture, or a related field.
LEED Accredited Professional in one or more rating systems is required.
Ability to obtain a Secret Clearance with Public Service and Procurement Canada (PSPC).
WELL AP is a strong asset.
Valid Class G, Ontario Driver's License is required.
KNOWLEDGE and EXPERENCE
10 Years experience in sustainability programs and ISO 14001 Environmental Management Systems
Minimum of 3 years of direct experience with green building rating systems.
Understanding of different building systems and broad knowledge of sustainability issues.
Working knowledge of ISO 14064-1/2/3 for GHG Inventory Quantification & Verification is a strong asset.
Understanding of ISO 14091 Adaptation to Climate Change - Guidelines on Vulnerability, Impacts, and Risk Assessment.
Training or experience with Life Cycle Assessment Software (Athena, OneClick, SemaPro) is a strong asset.
