Job Summary
The Engine Service Officer (ESO) is responsible for training, supervising, monitoring, and coaching Locomotive Engineers (LE), Student Locomotive Engineers (SLE), Manager Locomotive Engineers, and Conductor Locomotive Operators (CLO), regarding locomotive operations, train handling and general locomotive engineer responsibilities. In addition, the role monitors employee actions and safety performance then coaches, corrects, and reports on that performance. The incumbent acts as a subject matter expert (SME) while providing guidance and assistance to Divisional Officers on locomotive operation, train handling matters and locomotive engineer's role and concerns.
Main Responsibilities
Training of Locomotive Engineers
Train, supervise, monitor, and coach LE, SLE, and CLO regarding locomotive operation, train handling and general locomotive engineer responsibilities
Support and conduct SLE, Manager Locomotive Engineer Training (MLET), CLO, Locomotive Event Recorder (LER), Distributed Power (DP), Trip Optimizer (TO) and other courses and training as required
Be involved in the classroom training, on-the-job training, check rides and ride-alongs on trains and counsel over telephone or voice radio
Utilize locomotive simulator in some training programs
Train LEs regarding any new technologies that are introduced
Develop and sustain the right employee behaviours with feedback, recognition, reinforcement, and coaching
Make recommendations cost control and asset utilization in planning and execution of training
Analyze and Interpret Locomotive Event Recorder (LER) Data
Obtain, analyze, and interpret LER data for accident or incident investigations, monitoring LE and crew performance, and productivity analysis
Require development of superior knowledge of LER and Locomotive Digital Video Recorder (LDVR) operation and computer programs
Utilize other CN computer systems such as Wi-Tronix, Service Reliability System (SRS), Crew Assignment Timekeeping System (CATS), Real-Time Business Intelligence (RTBI) and Train Operation Planning and Control (TOPC) to support LER and LDVR analysis process
Judge performance as displayed by LER data and other information and observations
Provide Guidance to Divisional Officers
Act as a Subject Matter Expert (SME), providing guidance and assistance to Divisional Officers on the locomotive operation, train handling matters and LE's role and concerns
Interact and make recommendations to Transportation Managers, Assistant Superintendents, Superintendents, General Managers, Senior Vice-President, Rail Traffic Control (RTC) Centre personnel, Crew Management Centre (CMC) Centre personnel, Labour Relations, Risk Management, etc.
Interact and make recommendations about safety critical incidents such as network disruption, locomotive system failures, and accidents
Share best practices, information, operational concerns
Participate in the safety blitz's, walkabouts, Health and Safety committee meetings, safety summits, and field engagements with Local Leadership
Collaborate with Operating Practices on revisions required to LE Operating Manual, Distributed Power Operating Guide, Trip Optimizer Operating Guide, General Operating Instructions, and any other rules or regulations involving train handling, locomotive operations, and air brakes functions
Planning and Supporting Engine Service Officer Duties
Prioritize and plan ESO Field duties
Adjust plans on short notice to accommodate sudden occurrences or disruptions
Maintain SLE training records
Maintain records regarding train separations such as analyze records, study trends, and make recommendations to reduce separations
Maintain locomotive simulators in working order and upgrade simulator programs
Study new locomotive technologies and develop job aids, training material, and courses to LE regarding those new technologies
Preserve LER and LDVR analysis data in cases involving major derailment, personal injuries and fatalities, crossing accidents, and trespasser incidents
Provide assistance with manpower shortages
Working Conditions
The role is performed primarily outdoors in the field (with limited indoor or office duties) in various types of weather and environmental conditions and involves irregular working hours. The role requires being available on-call 24/7 to respond to critical incidences. Due to the nature of the role, the incumbent must be able to meet tight deadlines, handle pressure and stress. The role requires occasional travel (30%) within Canada and the United States (U.S.).

Locomotive Engineer
Education/Certification/Designation
High School Diploma or General Educational Development (GED)
Railway Employee Qualification Standards for Operating Crew Regulation (QSOC) and Canadian Rail Operating Rules (CROR) qualification
Valid Driver's Licence
