    Koniag Management Solutions, a Koniag Government Services company, is seeking an EAP Program Manager to support KMS and our government customer in Washington, DC. This position requires the candidate to be able to obtain a Public Trust. This is a Hybrid opportunity.

    Qualifications:

    • The EAP Program Manager shall have a minimum of ten years of licensed clinical experience with EAP Certification or at least 5 years of experience with EAP.

    • Serving clients in international development and humanitarian assistance organizations that deal with crisis, emergencies, insecurity, rehabilitation, stabilization and trauma is preferred.

    • The EAP Program Manager shall have a minimum of a master's degree in a Mental Health discipline from an accredited institution, and experience in dealing with post-traumatic stress disorder, societal reintegration, employee burnout, resilience, self-care, critical incident response, trauma, etc. A PhD. is preferred.

    • The individual must be licensed by the appropriate State entities to provide mental health services.

    Essential Functions, Responsibilities & Duties may include, but are not limited to:

    The Program Manager's responsibilities are to:

    • Play a significant role in ensuring the Staff Care Program is transparent to direct-hire staff and operate as a seamless entity with direct hire staff.

    • Supervise all staff on the contract

    • Communicate openly their own leave and staff's availability,

    • Refrain from participating in direct care unless at the discretion of the COR

    • Ensure the availability of a roster of highly trained, qualified and experienced Staff Care counseling professionals to meet the needs of the Agency's global mission.

    • Identify and ensure the utilization by staff of evidenced-based interventions that promote the well-being of the workforce

    • Oversee the operations of the Staff Care Call Centers and counseling field support.

    • Ensure the provision of Staff Care counseling services to the workforce, operating units, and family members on a broad range of personal and professional issues and concerns.

    • Direct health-wellness and work-life virtual and in-person operation (in-person includes lactation rooms and quiet rooms in client spaces, in-person health wellness fairs), provisions of services, development, and implementation of a range of protocols and procedures to ensure effective service delivery.

    • Coordinate general administration and day-to-day management of the health-wellness and work-life program.

    • Ensure the availability of a roster of highly trained, qualified and experienced counseling professionals to meet the needs of the Agency's global mission.

    • Consult with the workforce including in high-threat and non-permissive environments, and assigned personnel to support the Agency's workforce, domestically and internationally.

    • Oversee reporting requirements for the contract and ensure the timely preparation and submission of all deliverables.

    • Ensure compliance with Section 508 of the Rehabilitation Act and client branding and marking guidelines.

    • Maintain current knowledge of the statutes, laws, rules (including Health Insurance Portability and Assurance Act [HIPAA] guidelines), regulations, orders, policies and procedures governing counseling practice while staying abreast of any changing requirements.

    • Oversee the creation and maintenance of a state-of-the art monitoring and evaluation system plan for all Staff Care programming, which will be used by leadership to make program implementation and planning decisions.

    • The plan will include metrics from a variety of sources and will be used to determine Program effectiveness and impact and lay the groundwork for future program planning and implementation.

    Required:

    • Qualified candidates must complete a National Security Clearance background check at the Public Trust level and shall be required to complete an agency-security briefing and the badging process.

    This job operates in a professional office environment and has a noise level of mostly low to moderate. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.

    This position is primarily indoors, consistent with a standard office position and has a noise level of mostly low to moderate. The incumbent is required to stand, walk; sit; use hands to finger, handle, or feel objects, tools, or controls; reach with hands and arms; talk and hear. The workload may require the incumbent to sit for extended periods of time. The incumbent must be able to read, do simple math calculations and withstand moderate amounts of stress.

    The incumbent must occasionally lift and/or move up to 25 lbs. Specific vision abilities required by the job include close vision, distance vision, color vision, depth perception, and the ability to adjust focus.
