    As a key contributor to the Minnesota Department of Health's (MDH) mission, the Manager of the Office of Diversity, Inclusion, Belonging and Equity Strategy (ODIBES) will provide executive-level leadership in advancing Diversity, Equity, Inclusion, and Belonging (DEIB) across the Minnesota Department of Health (MDH). In partnership with the Strategic Administrative Manager for Health Equity, the DIBES Manager will drive the strategic integration of DEIB and equity strategy principles into all aspects of MDH's operations, policies, and programs to promote systemic change, foster a culture of belonging, and advance health equity statewide.

    Key responsibilities of the position include, but are not limited to:

    • Create and implement long-term DEI strategic plans to address new and emerging problems.

    • Identify, develop, and manage strategic partnerships with stakeholders, ensuring external collaboration to advance diversity of MDH workforce and supply chain.

    • Direct the design of proactive MDH-wide multi-year DEI strategic plan roadmap that is informed by a theory of change and leverages MDH's best practices, core vision, mission, and values to increase workforce diversity, particularly among protected classes.

    • Champion DEI work internally, ensuring the agency executes on its goals to address the impact of systemic racism and inequities in line with the agency's mission, vision, and strategic direction; position MDH as an actively anti-racist organization, equipping leadership and staff with tools to identify and dismantle systemic inequities while fostering equitable public health outcomes.

    • Cultivate an inclusive culture where every employee feels valued, connected, and empowered, while actively promoting engagement and a strong sense of belonging across the workforce.

    • Provide management, direction, and oversight of assigned DEI teams. Ensure the integration of work across the agency and manage the department's resources and staff in support of the agency objectives.

    Candidates residing in Minnesota, Wisconsin, Iowa, North Dakota, or South Dakota may have the option to telework; however, telework schedules are based on the unit's operational needs and are at manager's discretion.

    Per contract guidelines, the Minnesota Department of Health offers relocation assistance up to $12,500 for eligible candidates. Eligibility for relocation reimbursement will be further discussed during the interview process.

    Minimum Qualifications

    • Four (4) years of diversity, equity, and inclusion experience with at least two (2) or more of those years in a leadership role.

    *Leadership experience can include:

    • Experience as a supervisor, lead worker, team lead, project lead;

    • Completion of a State of Minnesota leadership program (e.g. ELI, L4);

    • A paid/unpaid position leading a program or chairing a committee (e.g. ERG)

    Additional minimum qualifications to be assessed during the interview process

    • Creating or contributing to the development of an organization's DEI strategy

    • Utilizing DEI metrics and reporting to track and measure success

    • Developing and maintaining strong internal and external partnerships

    • Coaching, mentoring, and/or developing staff while building relationships

    • Project management and coordination experience, including strategic planning and budgeting

    A related Doctorate degree may substitute for two (2) years of experience.; Master's degree may substitute for 18 months of experience; Bachelor's degree may substitute for one (1) year of experience; Associate degree may substitute for six (6) months of experience

    Preferred Qualifications

    • Supervisory or Managerial experience leading professional level staff.

    • Demonstrated ability to influence and skillfully execute a modern vision in viewing employment and management policies and practices through an equity lens.

    • Demonstrated familiarity with quantitative (e.g., descriptive statistics) and qualitative data collection and analysis.

    • Cross-cultural dispute resolution skill to facilitate conversations and reach mutually agreeable resolutions.

    • Demonstrated skill in understanding foundational and systemic barriers to both social and economic equity and the ability to identify paradigms for addressing them.

    • Demonstrated ability to describe and address the ways in which historical and contemporary racism and discrimination impact organizational culture, functioning, and workplace experience.

    • Demonstrated ability to work with managers to improve the workplace experience and occupational trajectories of historically marginalized/under-represented groups.
