What You Will Do
The Associate Laboratory Directorate, Plutonium Infrastructure (ALDPI), at Los Alamos National Laboratory (LANL) executes the plutonium pit production mission through modernization of the TA-55 infrastructure and capabilities. The Line-Item Projects organization enables the Laboratory's mission to manufacture at least 30-pits-per-year through design, construction, readiness, start-up, and other processes that require a modernized plutonium pit manufacturing infrastructure. Late Installs Division portfolio includes the Los Alamos Plutonium Pit Production Project (LAP4) 30 Reliable subproject and scope elements of Chemistry and the Metallurgy Research Replacement (CMRR), PF-4 Equipment Installation-Phase 2 (PEI2) subproject, with a combined total project cost greater than $2 Billion and CD-4 date into the 2030 decade.
The Deputy Project Director (DPD) reports to the Project Director (PD) for Line-Item Project - Late Installs Division (LIP-LI) and will support the PD with the leadership, technical oversight, and management of project compliance at Los Alamos National Laboratory in accordance with DOE O 413.3B. The necessary functions of the position include Project Management, Cost and Scheduling, Startup and Commissioning, and the incorporation of deployed functions from other Directorates and organizations across the Laboratory, such as Weapons Production, Engineering, Procurement, Construction, Quality Assurance, and Environment, Safety, and Health.

Minimum Job Requirements:
Technical Leadership
Successful experience as a senior leader or manager of projects with significant total project cost or complexity. This requires experience leading complex technical project organizations, including demonstrated experience leading strategic and tactical planning and execution, customer service, project management, continuous improvement, and management systems such as safety, security, configuration management, conduct of operations and earned value management. Position requires advanced knowledge of design, procurement, construction, and transition to operations of highly complex projects preferably within a nuclear operations environment.
Management
Demonstrated experience in managing technical programs with significant fiscal and programmatic responsibilities. Advanced knowledge of and demonstrated consultative experience in all aspects of program or project management of technical or operational work, including defining work scope, schedules, budgets, priorities, and performance milestones; developing scope, cost, and schedule baselines; reporting cost and schedule variance; and managing change control and risk. Demonstrated experience in management, supervision, and development of assigned employees.
Technical Excellence
Advanced knowledge and demonstrated experience managing nuclear facility and or programmatic project work. Documented experience with DOE O 413.3B projects or equivalent system of requirements. Nuclear facility expert knowledge and experience in the areas of construction, engineering, procurement, and other project-related activities, including their interfaces and inter-dependencies. Strong understanding of financial analysis and planning concepts. Management experience in all project management functions-including formal EVMS. Advanced knowledge of and demonstrated experience in project management of technical or operational work including developing project execution plans, work breakdown structures, and work packages; managing to scope, schedule, budget, and technical baselines; and documenting baseline reports and change control actions. Advanced broad knowledge of industry standards.
Coalition Building
Demonstrated success building and growing both internal and external relationships with a variety of constituencies, sponsors, other construction project organizations, higher-level managers, direct reports, and other employees. Demonstrated success guiding and leading field efforts with expertise in building and managing integrated project teams. Excellent oral and written communication and presentation skills for multiple levels of employees and stakeholders a must.

Strong leadership characteristics including personal integrity and accountability, fiduciary responsibility, trustworthiness in relationships, commitment to quality and excellence in programs and operations, commitment to workforce diversity and human resource development.
Compliance, Safety and Security
Demonstrated experience developing and implementing plans or programs to meet or exceed contractual requirements, performance measures, regulations, and laws, including the proven ability to do so while operating within a highly sensitive nuclear and national security environment.
Education/Experience : Position requires a bachelor's degree from an accredited institution and 12 years related experience; or an equivalent combination of education and experience directly related to the occupation. This position is not subject to DOE Order 426.2, Personnel Selection, Training, and Qualification Requirements for DOE Nuclear Facilities.
Desired Qualifications:
Government Relations
Successful record of assisting in the development of complex institutional messages necessary to communicate to federal, state and local government leaders. Experience within NNSA complex under DOE O 413.3B requirements preferred.
LANL
Demonstrated experience interfacing with Los Alamos National Laboratory (LANL) management and a broad knowledge of current LANL operations and activities.
Project Work
Background and experience in all aspects of Engineering, Procurement, and Construction projects preferred. Certified Project Management Professional (PMP) is desired.
Work Location: The work location for this position is onsite and located in Los Alamos.
Position commitment : Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. Additional Details
Directive 206.2 - Employment with Triad requires a favorable decision by NNSA indicating employee is suitable under NNSA Supplemental Directive 206.2 (~~~) . Please note that this requirement applies only to citizens of the United States. Foreign nationals are subject to a similar requirement under DOE Order 142.3A.
Clearance: Q (Position will be cleared to this level). Selected applicants will be subject to a background investigation conducted by or on behalf of the Federal Government, and must meet eligibility requirements* for access to classified matter. This position requires a Q clearance. and obtaining such clearance requires US Citizenship except in extremely rare circumstances. Dependent upon the position, additional authorization to access classified information may be required, which may or may not be available to dual citizens. Receipt of a Q clearance and additional access authorization ultimately is a decision of the Federal Government and not of Triad.
*Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. See DOE Order 472.2 (~~~) for additional information.
New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing. Although New Mexico and other states have legalized the use of marijuana, use and possession of marijuana remain illegal under federal law. A positive drug test for marijuana will result in termination of employment, even if the use was pre-offer.
Regular position: Term status Laboratory employees applying for regular-status positions are converted to regular status.

Incentive Compensation Program: Position is eligible to participate in the Triad Incentive Compensation Program. You must be in an eligible position for a minimum of 3 months, before July 1st and remain in an eligible position as of the end of the fiscal year, September 30th. The annual distribution is prorated based on the number of months in the eligible position.
