    Position Title: Delivery Services Analyst I or II

    Position Purpose:

    The incumbent will assist in monitoring the charge type rates, and performing transmission cost impact economic analysis and other transmission service cost/benefit analysis as needed or as requested by management. This position review, with managerial supervision, Basin Electric Power Cooperative's (BEPC) portfolio of annual transmission services and ancillary costs for the various Basin Electric transmission service arrangements with transmission providers' tariff, bilateral agreements, and the membership agreements through monthly invoices and transmission provider tariff rate updates. This position assist with performing long-term transmission service and ancillary forecasts by charge types for financial forecasts budgets, variances, and economic cost/benefit analysis.

    Essential Duties:

    • Assist with the review of monthly transmission invoices. Identify settlement calculations for accuracy, and identify discrepancies in Basin Electric billing determinants, i.e. load data submittals, etc.

    • Assist in ensuring the proper transmission billing charge types are appropriately accounted for by Basin Electric accounting.

    • Assist with monitoring and updating member's lease agreement payments and Tariff Qualified Transmission Payments. Assist in the non-Southwest Power Pool (SPP) transmission Tariff Section 30.9 annual transmission revenue requirement (ATRR) filings. Assist with reviewing and analyzing the member's annual cost calculation. Monitor and review Member Power Services Agreement's billing determinants, calculations and reimbursements in assistance to the Settlements and Member Revenue sections.

    • Assist in furnishing financial and project transmission service cost information in the preparation and update of the integrated short-term and long-term work plans, individual operating facilities, and headquarters power supply project portfolios, financial and operational budgeting, financial analysis, and other documents. Provide transmission services monthly budget to actual variance report.

    • Assist with reviewing new rates and charge types into the budget and actuals. Assist with forecasting rates and regional transmission charges for the financial forecast and budgets. Monitor FERC filings by other transmission owners that could affect BEPC costs.

    • Readily maintain, identify, and report historical assessments, charges, and charge types with transmission owners. Prepare and distribute comprehensive and consolidated financial analysis for headquarters and operating facilities for management review. Assist with the evaluation and reporting, on an as-needed basis, with consultants, members, and transmission providers on the technical and economic conditions of various transmission and ancillary services alternatives in supporting the various member power supply deliveries, resource expansions and interconnections, long-term power sale/purchases, and completion of required regulatory filings

    • Monitor Annual Updates, True-Ups, and other related Transmission Formula Rate Template meetings for Transmission Owners that impact Basin Electric as a Transmission Customer.

    Qualifications :

    Delivery Services Analyst I:

    • Four-year degree in a business, accounting, information technology, energy marketing, or an Engineering Accreditation Commission/Accreditation Board for Engineering and Technology (EAC/ABET) accredited engineering program, or a related field; or

    • Two-year degree in a business, accounting, information technology or energy marketing related field and two years of business-related experience.

    Delivery Services Analyst II:

    • Four-year degree in a business, accounting, information technology, energy marketing, or an Engineering Accreditation Commission/Accreditation Board for Engineering and Technology (EAC/ABET) accredited engineering program, or a related field and 3 years of business-related experience; or

    • Two-year degree in a business, accounting, information technology or energy marketing related field and 5 years of business-related experience.

    Other Requirements:

    • Excellent technical and financial analytical skills. Knowledge of general business practices.

    • Proficient with Microsoft Word, Excel, and Outlook, with an emphasis in Excel spreadsheets, and personal computers.

    • Effective negotiation and teamwork skills; must demonstrate problem solving skills and commitment to tasks; and must be able to work in a diverse work environment.

    • Able demonstrate effective written and verbal communication skills.

    • A valid driver's license.

    Typical Physical/Mental/Environmental Demands:

    This position requires frequent sitting and standing/walking; and occasional reaching below and above shoulder level, use of keyboard/computer, bending, kneeling, lifting/carrying up to 10 pounds, and pushing/pulling up to 20 pounds. It also requires finger dexterity and hand coordination. This position requires good hearing and vision, and the ability to speak. It also requires the ability to develop plans, procedures and goals; present information to others; and work under stress to complete projects within deadlines. Travel will be required for this position and the incumbent must be able to operate a motor vehicle.
